x SUBJECT: Fort Worth Urban Area Security Initiative Working Group

The purpose of this report is to brief the City Council on the Fort Worth Urban Area Security Initiative
(UASI) for Fiscal Year 2005. On October 18, 2004, President Bush signed the Department of Homeland
Security (DHS) Appropriations Act of 2005. The act provides vital funding needed to ensure the safety
and security of the United States. Through the DHS Office of State and Local Government Coordination
and Preparedness (SLGCP) Office for Domestic Preparedness (ODP), the City of Fort Worth was awarded
Homeland Security grant funds for the UASI program in the amount of $5,391,784 to create a working
group in the area that addresses regional homeland security issues. Additionally, the City of Arlington
received $5,072,852 and the City of Dallas received $ 13,891,234 in UASI funding. Combined, Fort Worth
and Arlington received $10,464,636 in UASI funding to address homeland security in Tarrant County and
in the respective cities. As part of the funding, a working group is a required element of the grant funding
and this group involves core cities, counties, contiguous jurisdictions, and representation from the State.
The UASI working areas and related groups will be structured in the following manner for this region:
Metroplex Urban Working Group
The Metroplex Urban Working Group includes voting members from the Cities of Arlington, Dallas and
Fort Worth and Tarrant, Dallas, Collin, Denton, Kaufman, Rockwall and Wise Counties. This group will
have the final vote on all regional projects.
Fort Worth Urban Working Group
The City of Fort Worth UASI working group includes representatives from the Cities of Fort Worth and
Arlington as well as from Tarrant, Denton and Wise Counties. The representatives from this group will
have the final vote on all local projects within this group. Parker County is included in this group but is
classified as a non - voting member.
Arlington Urban Working Group
The City of Arlington UASI working group includes representatives from the Cities of Arlington and Fort
Worth as well as from Tarrant County. The representatives from this group will have the final vote on all
local projects within this group. Johnson County is included in this group but is classified as a non - voting
member.
Dallas Urban Working Group
The City of Dallas UASI Working Group includes representatives from the City of Dallas and Dallas,
Collin, Rockwall, Kaufman and Denton Counties. The representatives from this group will have the final
vote on all local projects within this group. Juan Ortiz, the City of Fort Worth's Emergency Management
Coordinator represents the City of Fort Worth and Tarrant County as a non - voting member in this group.

Committees and Programs
From the outset of the award of the UASI grant to Fort Worth, Arlington, and Dallas in December 2004,
the state of Texas has imposed some very short deadlines for the cities and their respective working groups
to develop grant program proposals that would utilize the grant funds. The short deadlines associated with
this process forced working groups to hastily meet and decide on cost figures associated with each program
without the normal involvement of the respective City Councils. The Fort Worth, Arlington, and
Metroplex UASI Working Groups have forwarded their program proposals to the North Central Texas
Council of Governments for processing. The NCTCOG will forward these recommendations to the State
administrative agency. Although all projects have been agreed upon by the working groups, cost factors
with the individual projects could have been adjusted as late as March 10, 2005.
The Working Groups in a similar fashion agreed upon the UASI funding allocations. Overall, the City of
Fort Worth's project allocation (a core city) will be 31.6% of the $10,464,636 combined UASI funding
allocation granted to Fort Worth and Arlington. The City of Arlington (a core city) will receive 31.2% of
the total area funding allocation. Tarrant County (a core county), cities within Tarrant County and Denton,
Wise, Johnson and Parker Counties allocations will share 21.4% of the total funding allocation. The
criterion for this process is project driven based on regional impact; however, population, critical
infrastructure and criminal incidents are also important factors.

Attached is copy of the local projects that are proposed to be funded from the UASI funds allocated to the
City. At this point in the process, the City has not received the grant agreements that are necessary to
complete the grant process. At the time we receive these agreements, it is staff's intent to place an item
on the City Council's agenda to seek approval of the program proposals. Should the City Council desire a
briefing on this funding and the program proposals beforehand, we can work to place a future item on the

threats and gather information regarding terrorism and illegal activity supporting terrorism. Included
is night vision devices, telescopic equipment, specialized devices to capture fingerprints and similar
evidence, etc. This also includes protective gear necessary to respond to all hazards and mitigate
the loss of life. Supports UASI Goals 1, 2, 3,4, 7, and 9.

A joint Incident Command Post to be used by police and fire for response to CBRNE incidents.

This project will enable personnel to glean intelligence information from video recordings. The
equipment can be used to identify persons and vehicles that have been or are believed to be
associated with terrorism. The system will be located in the Forensics Lab and the department will
provide skilled personnel to operate the equipment. Supports UASI Goals 1, 4, and 9.

ADOPTING THE CITY OF FORT WORTH'S 2005 FEDERAL LEGISLATIVE
PROGRAM
WHEREAS, during the months from October through December of 2004, the
Governmental Relations staff, in conjunction with the City's federal legislative
consultants, met with the Mayor, members of the Fort Worth City Council, members of the
City Managers office, and department directors in a series of meetings designed to
identify the City's programmatic and funding needs that could, potentially, be resolved by
Congressional action;
WHEREAS, based upon those meetings, the Governmental Relations staff made a
presentation in January 2005 to the Government and Neighborhood Relations Committee
(GNRC) that contained a recommended list of federal legislative initiatives and federal
appropriations requests and the GNRC instructed staff to forward the recommendation to
the full City Council for review; and
WHEREAS, the Government Relations staff has worked to refine the list of federal
legislative initiatives and federal appropriation requests as set forth in the attached 2005
CONGRESSIONAL REQUESTS and seeks the City Council approval of same.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH:
That the City Council:
1. Adopts the 2005 Federal Legislative Program as outlined in the attached
document;
2. Authorizes and directs the City Manager to distribute copies of the City's
Federal Legislative program to members of Congress, to other cities, and other interested
parties;
3. Authorizes and directs the appropriate City officials to send letters of support
or to meet with federal officials to discuss the City's position on the attached initiatives;
and
