SUBJECT: Fort Worth Public Art Program: Plans Underway for
Art Projects for 2004 Bond Projects
This report is to make council aware of new public art projects that are being initiated. The City is moving
forward with projects in the 2004 Capital Improvement Program (CIP) that would benefit from public art or
design enhancements. The Fort Worth Art Commission has approved project goals and artist selection
processes for the following projects:
1) ROLLING HILLS RADIO TOWER (Proposition 5, Citywide)
At Rolling Hills Water Treatment Plant, Campus Drive & 820
Scope: Public Artwork or Design enhancements shall be incorporated into the steel tower
structure during the construction process. The artist shall work closely with ITS staff and
engineers to insure that the design does not interfere with tower operations. Community and
Water Department input will be sought.
Artist Selection: RFP/local and regional artists.
IS 2) PRE - QUALIFIED ARTISTS ROSTER (Proposition 1, All Council Districts)
Scope: It is essential that artists are selected early in the design process for street, bridge and
other projects contained in 2004 CIP Proposition 1. This roster of artists will streamline the
selection process for specific projects over the next 3 years. It will contain categories for both
emerging and experienced artists. The Fort Worth Public Art Master Plan recommended a Pre -
Qualified Artists Roster. Such rosters have been successfully implemented by public art
programs throughout the United States.
Artist Selection: RFQ/local, regional and national artists.
3) SH 121 CORRIDOR MASTER PLAN
(Proposition 1, Citywide)
Scope: An artist will be selected from the Pre - Qualified List by the Citizens' Advisory Group
(CAG) to work with the design team to recommend integral public art and design enhancements
for the SH 121 Corridor, focusing on the visual interface with neighborhoods. This artist will
suggest a range of opportunities for artist involvement in the project and may participate in and
oversee the implementation of public art and design enhancements during the construction phase.
The design team artist/planner may also recommend other artists to become involved in the
project.
Artist Selection: Pre - Qualified List (see 42 above)

Background
On September 30, 2003, City Council approved M &C G- 14087, thereby adopting the Fort Worth Public Art
Master Plan, which sets forth the artist selection processes and procedures for the program. It further
recommended the creation of a long -range plan as a guide for the Public Art Program's annual work plans
once voters approved the 2004 CIP.
The Fort Worth Art Commission recommended a draft long -range plan and provided it to City Council on
June 22, 2004, as an Informal Report. Since that time, members of City Council have requested that
additional public art opportunities be identified for neighborhood street projects. Public Art staff is
completing the necessary research to enable the Fort Worth Art Commission to present a revised draft long -
range plan to City Council very soon. In the meantime, Informal Reports are being forwarded to Council
regarding specific projects that are being initiated in order to parallel the City's approved CIP
Implementation Schedule.
