The purpose of this informal report is to provide information on the "Cat One Roundup ". This new initiative
is an inter - departmental effort to compile a comprehensive listing of all vacant, abandoned, sub - standard and
hazardous (Category One) buildings in the City of Fort Worth. The Code Compliance Department will
provide follow -up by inspecting each property and initiating abatement action through the Building Standards
Commission or other legal processes. If the property represents an existing case, then the case will be
reviewed and efforts made to expedite resolution. This is an effort to help meet the Council's goals of a
clean, safe and attractive city.
Backaround
Categories are assigned to structures to determine the degree to which they pose a risk to public health,
safety and welfare, with Category One being the worst and Category Three being the least. A Category One
building is substandard and hazardous; it might have gaping holes in the foundations or walls, the roof may
be sagging, or it may have significant fire damage. A Category Two is one where there are major building
code violations, including leaking roofs, damaged walls or floors, etc. A Category Three building would have
rrinor code violations not related to structural integrity, e.g., peeling paint, temporary utility outages, etc.
Discussion
During the month of January, all Code Enforcement Officers will begin checking their respective
neighborhoods and identifying properties that meet the Category One criteria. This will be accomplished in
the course of performing their regular job duties. Neighborhood Police Officers will be asked to do the same.
Their findings will be compiled in a GIS compliant database. This will also allow the Department to identify
the trouble spots throughout the City, and work with other departments to implement strategies to abate the
problems and prevent further neighborhood decline. The local media will be alerted prior to the start of this
program; citizens and other city employees will be encouraged to contact the department with any
information or questions.
The results of this effort will be compiled and reported to the Mayor and Council Members during the month
of February 2005. Cat. One structures pose the greatest risk to public health, welfare and safety. If this
effort is successful, staff plans to conduct a Cat. One Roundup annually. For further information please
