HomeMy WebLinkAboutOrdinance 17776-09-2007Ordinance No. 17776-09-2007 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE ENVIRONMENTAL MANAGEMENT FUND IN THE AMOUNT OF $17,500 AND DECREASING THE UNRESERVED RETAINED EARNINGS BY THE SAME AMOUNT, FOR THE PURPOSE OF TRANSFERRING SAID FUNDS TO THE ENVIRONMENTAL MANAGEMENT PROJECT FUND; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2006- 2007 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Environmental Management Fund in the amount of $17,500 and decreasing the unreserved retained earnings by the same amount, for the purpose of transferring said funds to the Environmental Management Project Fund. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached supplemental appropriation ordinance increasing appropriations in the Environmental Management Fund by $17,500 and decreasing the unreserved retained earnings by the same amount; 2. Approve the transfer of $17,500 in undesignated funds in the Environmental Management Operating Fund (R103) to the Environmental Management Project Fund (R101); 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Environmental Management Project Fund (R101) by $17,500; 4. Authorize the City Manager to execute a contract with Intercon Environmental, Inc., for asbestos abatement services for the Former Blood Bank located at 405 West 13th in the amount of $17,500, through the Cooperative Purchasing Program with the Texas Department of Transportation (TxDOT); 5. Authorize the City Manager to execute a contract with Intercon Environmental, Inc., for the interior demolition and removal of the roofing system, including the HVAC units for the Former Blood Bank located at 405 West 13th in the amount of $19,904 through the Cooperative Purchasing Program with the Texas Department of Transportation (TxDOT). DISCUSSION: The Environmental Management Department is contracting for removal of the asbestos containing material and subsequent interior demolition prior to the renovation and remodeling of this structure. The former Blood Bank is being renovated and remodeled in order to provide additional office space for the Transportation and Public Works Department's Facilities Management Group and other city staff. Staff recommends participating in the Cooperative Purchasing Program through the TxDOT contract P.O. No. 8182006510735000, the Texas Building Procurement Commission's (TBPC) Cooperative Purchasing Program, Bid No. 6182006091254000. The Environmental Management Department has reviewed the pricing and finds the cost to be competitive. Section 271.102 of the Texas Local Government Code allows a local government to participate Logname: 52BLOODBANK Page 1 of 2 in a Cooperative Purchasing Program with another local government. A local government purchasing a good or service under such a contract satisfies any state law requiring that the local government seek competitive bids for purchase of the such goods or services. Work on the project is expected to begin in September 24, 2007. The Former Blood Bank is located in COUNCIL DISTRICT 9. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budgets, as appropriated, of the Environmental Management Project Fund and General Fund.
