FIRST AMENDMENT TO CITY SECRETARY CONTRACT NO. 54256
This Amendment("Amendment") is made and entered into by and between the City of Fort Worth
("City")and Presbyterian Night Shelter of Tarrant County("Agency")by and through their duly authorized
agents. City and Agency may be referred to individually as "Party"and jointly as "Parties."
WHEREAS, the City and Presbyterian Night Shelter of Tarrant County, the Agency, made and
entered into City Secretary Contract No.54256("Contract")on August 7,2020;
WHEREAS, the Contract provides funding to Agency pursuant to a grant received by City from
the United States Department of Housing and Urban Development ("HUD") through the Emergency
Solutions Grant Program ("ESG");
WHEREAS,City has received an additional allocation of ESG grant monies under the Coronavirus
Aid, Relief, and Economic Security Act("CARES"Act)referenced by HUD as"ESG-CV";
WHEREAS, Section 5.2.2.2 of the Contract permits Agency to request an amendment of the
budget, subject to written approval by the Director of the City's Neighborhood Services Department;
WHEREAS, the Agency requested a budget amendment from City in order to adjust line item
amounts,to include repairs, in available ESG-CV funds;
WHEREAS, City believes that the requested amendment will help Agency meet the program's
goals and further the interests of both Agency and City;and
WHEREAS, it is the mutual desire of City and Agency to amend the Contract to complete the
Program and meet Contract objectives.
NOW,THEREFORE,City and Agency hereby agree to amend the Contract as follows:
I.
EXHIBIT"A"PROGRAM SUMMARY and EXHIBIT"B"—BUDGET attached to the Contract
are hereby amended and replaced in its entirety with "EXHIBIT"A"and EXHIBIT`B"Revised 9/2020,
attached hereto.
II.
This Amendment is effective as of the date of execution of this Amendment.

Emergency Shelter and Case Management PROGRAM SUMMARY

Capitalized terms not defined herein shall have meanings assigned them in the Contract.
PROGRAM:
The Program provides emergency shelter to unaccompanied men in the Karl Travis Men's Center,
unaccompanied women in the Lowden-Schutts Women's Center, and families in the Morris Foundation
Family Center. In addition to shelter,meals,and hygiene items,we also provide access to case management
services to help individuals rapidly exit homelessness. Case Management is also available on-site.
ESG Funds will be used to pay for a percentage of salaries and fringe benefits for Program employees
involved in the daily operations of the shelter. ESG Funds will also pay for a portion of the utilities,and
City-required insurance. Due to the COVID pandemic, cost have increased costs for cleaning, additional
supplies to support social distancing guidelines, and increased food and utility costs. These funds will be
used to offset these increased costs.
Additionally,the funding is transferred from maintenance to repairs. Repairs are needed to keep the shelters
operational and reduce the number of individuals congregating outside. With the day shelter limiting
capacity, agency expanded shelter access to 24-hours per day. Also, increased access to restrooms and
showers in an effort to increase hygiene and reduce the spread of COVID. With more usage, there is a
greater need for repairs.
Program services will be available 24 hours a day,7 days a week,at the following locations:

Coronavirus Aid,Relief, and Economic Security Act of 2020
Agency will maintain documentation which verifies that 100% of the clients served are homeless based on
the current HUD definitions.
PROGRAM GOALS:
Minimum Number of Clients to be Served: The Program must serve a minimum of 2,500
Unduplicated Clients as shown by the monthly CAPER reports.

The following tables were created for the purpose of preparing, negotiating, and determining the cost
reasonableness and cost allocation method used by the Agency for the line item budget represented on
the first page of this EXHIBIT "B" — Budget. The information reflected in the tables is to be
considered part of the terms and conditions of the Contract. Agency must have prior written approval
by the City to make changes to any line item in the Budget as outlined in Section 5.2.2 in the
Contract. The deadline to make changes to EXHIBIT "B"—Budget is June 1,2021.
