HomeMy WebLinkAboutOrdinance 17787-09-2007Ordinance No. 17787-09-2007 AN ORDINANCE INCREASING ESTIMATED RECEIl'TS AND APPROPRIATIONS IN TIC PUBLIC EVENTS FURNITURE, FIXTURE AND EQUIl'MENT FUND IN THE AMOUNT OF $600,000 FROM AVAILABLE FUNDS FOR THE PURPOSE OF MAINTAINING TIID FORT WORTH CONVENTION CENTER AND 'I'I-~ WILL ROGERS MEMORIAL CENTER; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES iN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-2007 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Public Events Furniture, Fixture and Equipment Fund in the amount of $600,000 from available funds for the purpose of maintaining the Fort Worth Convention Center and the Will Rogers Memorial Center. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $600,000 in the Public Events Furniture, Fixture and Equipment Fund from available funds; and 2. Authorize the use of these funds as outlined below in accordance with the City's purchasing and expenditures guidelines. DISCUSSION: The Public Events Furniture, Fixture and Equipment Fund (FF&E) was established to transfer funds toward the purchase of furniture, fixtures and equipment for the Public Events Department. This M&C appropriates FY2006-07 funds to the FF&E Fund. In 2003, the Fort Worth Convention Center (FWCC) expansion and renovation was completed, expanding the facility by more than 50 percent which includes over 182,000 square feet of exhibition space, 40 meeting rooms (35,000 square feet) and a 30,000 sq. ft. ballroom. The expansion added 22 new restrooms with over 100 toilets and 79 sinks, 153,000 sq. ft. of carpeting, ceramic tile, terrazzo and other the and brick surfaces. As the facility ages, so does its need for capital repairs and maintenance. As part of the Economic Development Agreement between the City and the Omni Hotel, the FWCC facility must be maintained at its current level. Although repair and maintenance costs for the facility have been minimal, planned repair and maintenance projects of the aging facility are necessary. Such projects include repair/replacement of the concourse carpet, chiller, folding chairs and tables, and audio/visual equipment. The Will Rogers Memorial Center (WRMC) is an 85-acre public entertainment, sports and livestock complex located in the heart of the Cultural District, and many of the original buildings were built in 1936. The size of the facility as well as its age contributes to the need for additional funding for repair and maintenance such as roof maintenance, stall maintenance, Coliseum floor replacement, and various other projects. The increase in demand for both facilities has a significant impact on the economic health of the City. Correspondingly, the aging facilities and high-traffic events contribute to the increased need for enhanced repair and maintenance. The department will return to the City Council for approval of individual projects, in accordance with the City's purchasing and expenditure guidelines.
