The primary mission of the Community Risk Reduction (CRR) Section is to identify and prioritize
risks that are inherent to the local community. Risk reduction is achieved by strategically
providing resources and implementing activities that improve the effectiveness of
public safety and reduce the overall number emergency responses. An essential part of CRR's
mission is to engage in community service and outreach programs that improve the quality of life
for Fort Worth residents.
A total of four civil service firefighters and two civilian personnel are assigned to CRR. Personnel
are supervised by the CRR Captain, who is managed by the Bureau of Fire Prevention Battalion
and Deputy Chiefs. Due to limited staffing, many of CRR's after-hours and weekend activities are
supplemented by hiring for overtime within the section, or requesting overtime assistance from
the fire department daily staffing roster.
Current Leadership Vacancy
*The vacant CRR Captain position will be filled using the normal position assignment process
outlined in Fire Department Standard Operating Procedure S 1409 R1 Section of Special Duty
Assignments (10.16.2013). Act. Lt. Eric Price will assume the role as section supervisor until a
Captain is selected. Engineer Artie Mae Dawson has been temporarily assigned to CRR to assist
with program activities. Engineer Dawson is the first African American female hired by the
department and plans to retire on January 31 , 2021 .

• Food Bank: 82 families served in District 5 and 8

2020 CRR Programs and Initiatives:
• Meals on Wheels Program—delivers meals to individuals at home who are unable to
purchase or prepare their own meals. Current Status: Actively participating on Tuesday,
Friday and Periodic Saturday deliveries. This program began on 04/12/2020 is currently
using disaster overtime charged back to Covid-19 for off hour delivery. To date 3,311
hours of DT-1 overtime has been charged to this relief effort. The funding for this program
ceases as of January 1 , 2021 unless another stimulus package is signed at the federal
level. The current fire department budget does not have capacity to continue this program
in its current format as of January 1 , 2021 .
• Tarrant County Mobile Food Pantry-activities provide food, education and resources to
residents through the Tarrant Area Food Bank. Current Status: Actively providing service
to 4 pantries. Potter's House in District 5, Mobile Pantry at 6717 S. Hulen in District 6,
Kingdom Manifesters Church in District 8 and Wesley Community Center in District 2.
• COVID test site support— Current Status: Testing sites are located at J. P. Elder
Elementary, TCC South, and Dickies Arena—CRR personnel assist Fort Worth PD and
Tarrant County Public Health with covid-19 testing of area residents.
• Fire Explorer Program- Partnership with FWISD and Boy Scouts to assist students with
leadership, career development and life skills. Current Status: Program is currently
suspended due to Covid-19 and will be reevaluated for sustainability in 2021.
• Camp H.E.A.T.-Firefighter recruitment initiative to provide day camp for girl's age 16 to 19
who are seeking careers in the fire service. Current Status: Program is currently
suspended due to Covid-19. EMS BC Sherry Hauch is the program's coordinator. In 2019,
the fire department hosted 15 participants at the Bob Bolen Training Complex.
• Fire and Water Safety Bag distribution-bags are given to local residents at mobile food
pantry distribution sites. This program is in lieu of Learn Not to Burn educational activities
that have been suspended due to Covid-19. Bags contain fire safety education materials
for parents and children.
• Fire Safety and Health Incident Trailer-trailer will provide a work station for future covid
testing, vaccines, hands-on CPR, Stop the Bleed, and other CRR programs. Current
Status: The Trailer will be purchased using CARES Act funding, Act. Lt. Eric Price will
coordinate purchasing with Fire Apparatus and Equipment Shop.

• Learn to Read Initiative-Summer reading instruction program that supports measureable
reading achievement among FWISD elementary students. Current Status: Fire Department
will continue its participation in the city-wide reading improvement effort once it resumes in
2021 . Act. Lt. Eric Price or the CRR Captain will coordinate FWFD participation.
• Smoke alarm installation- Multi-agency partnership that provides free smoke alarms and
installation to Fort Worth residents. Current Status: Smoke detector installations are a
continuing Fire Department risk reduction initiative. Over 14,000 smoke detectors have
been installed in 2020 by CRR, Fire Operations, Training and local volunteers.
• Air Conditioner Unit Installation Program-Program provides free window unit air
conditioners to older adults Fort Worth. Current Status: Several Fire Administration and
Fire Operations Companies participated with installing units this past summer. Mark
Rauscher and Mike Drivdahl served as the points of contact for FWFD.
• Fired-Up Neighborhood Fire Safety Training—Supplements traditional fire safety
education by teaching risk reduction activities to residents at predesignated locations.
Current Status: Program has been temporarily suspended pending review by the Fire
Chief.
