WHEREAS, The City of Fort Worth and Elements of Architecture, Inc., (Consultant)
made and entered into City Secretary Contract No. 52790 (The Contract) which was
administratively executed the 16th day of September, 2019, for Police Department
Property/Evidence Room & Fire Department Arson Unit Area Build Out at Bob Bolen
Public Safety Complex— Schematic Design Phase Services; and
WHEREAS, further amendment is necessary to reimburse the Consultant as part of the
design services agreement to complete the balance of the original professional services
proposal for Design Development, Construction Document, and Construction
Administration Phases.
NOW THEREFORE, City and Consultant, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the
Contract:
1.
Article I — Scope of Services, Paragraph (3) shall be added to read as follows:
(3) Provide additional design services for the design and detailing of Build Out Area
in the existing Bob Bolen PSC. The cost of this additional service is $177,150.00
plus $5,400.00 in reimbursable expenses. The scope of services is described
more fully in Elements of Architecture, Inc.` s letter dated September 22, 2020
(Revised October 16, 2020), subject: "Proposal for A/E Services, Amendment
#01 to Existing Contract, Bob Bolen — Police and Fire Evidence and Storage
Room".

Article II — Compensation, first paragraph, is amended as follows:
"Consultant shall be compensated in accordance with the Fee Schedule shown
in Attachment "C". Payment shall be considered full compensation for all labor,
materials, supplies, and equipment necessary to complete the services
described in Attachment "C". However the total fee paid by the City shall not
exceed a total of $217,550.00 unless the City and the Consultant mutually agree
upon a fee amount for additional services and amend this Agreement
accordingly."

Amendment#01 to Existing Contract
Bob Bolen Renovations — Police and Fire Evidence and Storage Rooms
Dear Alfonso;
Elements is pleased to provide to you this proposal for services associated with the renovations to the existing
facility in support of the new Police and Fire Evidence Rooms to be located within the existing Bob Bolen Facility.
This proposal is based on the SD phase completed and the scope determined which includes the plans attached.
We anticipate the scope of services for this project is as follows:
SCOPE OF SERVICES
DD/CD Phase
1. From approval of the SD Phase, develop construction documents for a bid set.
2. Update the Opinion of Probable Construction Costs.
3. Submit construction documents for review only.
4. Modify documents as required per City review.
5. Final Construction Documents and provide to the city for distribution.
6. Submit documents for TDLR review.
7. Submit documents for permitting to the city and coordinate this effort through receipt of building permit
for general construction.
Construction Administration Phase
1. Assistance with bidding of the project to include:
a. A Pre-Bid Meeting
b. Issue of any addenda to address comments
c. Assistance with review and recommendation of bidders
2. Bi-weekly OAC meetings via virtual meetings during construction with an assumption of 8 months of
construction for a total of 16 meetings. To review pay apps,we have assumed that one meeting a month
will be on site for review of site conditions.
3. Respond to any RFI's for clarification to the documents.
4. Review of Shop drawings and other submittals as stipulated in the construction documents.

5. Punchlist of space to review conditions and generate a list of deficiencies to design intent.
6. Prepare record documents from as-built documents.
Exclusions and Qualifications to This Proposal:
1. We have also assumed that the existing facility is already TAS compliant and no modifications outside of
our defined area of work is included or anticipated. We will address the accessible path as it relates to
this project.
2. Proposals for each consultant are attached with the information included as if provided within this
proposal.
3. We are assuming that civil engineering is not required for this project and not included within our fee
proposal.
4. Documents will be prepared using AutoCAD.
5. Both project areas (police and fire)will be as one set of documents and not divided into phases with one
GC selected for the project.
PROPOSED FEE

We propose to provide our services as identified in this proposal on an hourly basis with the not to exceed
amounts as follows:

Expenses
Reimbursable expenses are in addition to the labor fees listed above and include costs incurred as required for
the project such as TDLR submittal, Permit application, printing costs, etc. Expenses are estimated at$5,400.
These will be invoiced based on costs incurred with a 10% markup for processing.

$217,550.00, and a Total Project Budget of$3,750,000.00, to Provide Design and
Construction Administration Services for the Police Property Room and Fire Arson Unit
Facilities
RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment 1 to the architectural
services agreement with Elements of Architecture, Inc., in the amount of$182,500.00, for a total
contract price of$217,550.00, and a total project budget of$3,750,000.00, to provide design and
construction administration services for the Police Property Room and Fire Arson Unit facilities.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the execution of
Amendment 1 to the architectural services agreement with Elements of Architects, Inc., in the amount
of$182,500.00, for a total contract price of$217,550.00, providing design and construction
administration services for the Police Property Room and Fire Arson Unit facilities. These facilities
will be located in the unfinished portions of the Bob Bolen Public Safety Complex and will fill current
needs of the Police and Fire Departments with a total project budget of$3,750,000.00.
A request for Statements of Qualifications (SOQ)was advertised in the Fort Worth Star-Telegram on
Thursday, January 17 and January 24, 2019 and The SOQs were due February 14, 2019. The City
received eight (8) SOQs from qualified architectural firms. The selection committee included
representatives from the Fort Worth Police Department, Office of Business Diversity and the Property
Management Department. The firms submitting SOQs were; Elements of Architecture, Inc., Hahnfeld
Hoffer Stanford, Komatsu/Rangel, Inc. d/b/a Komatsu Architecture, Quorum Architects, Inc., Randall
Scott Architects, Inc., RPGA Design Group, Inc., Schwarz-Hanson Architects.
After reviewing the SOQs, the committee met on March 8, 2019 to selected four of the eight firms for
interviews based on their rankings in a qualifying matrix. The interviews took place April 16, 2019
and the following is a summary of the results of the interview process:

Based on this selection, city staff administratively executed an architectural services agreement(City
Secretary Contract No. 52790), in the amount of$35,000.00, with Elements of Architecture to initiate
a programing and estimating for this project. This Schematic Design Phase has been completed and
the project is ready to advance to the final phases of design. Staff recommends that the Mayor and
City Council authorize the execution of Amendment 1 to the architectural services agreement with
Elements of Architecture, Inc., in the amount of$182,500.00.
Estimated Costs:
The overall budget for the project is as follows:

The impact to operating and maintenance cost associated with this project begins in Fiscal Year
2022, and is expected to be $77,000.00 annually.
Building Permits - In accordance with the City Code of Ordinances, Part II, Chapter 7-1 Fort Worth
Building Administrative Code, Section 109.2.1, Exception 2; "Work by non-City personnel on property
under the control of the City of Fort Worth shall be exempt from the permit fees only if the work is for
action under a contract that will be or has been approved by City Council with notes in the contract
packages stating the fee is waived."
M/WBE OFFICE—Compliance with the City's Business Diversity Enterprise (BDE) Ordinance
has been achieved by the following method; Elements of Architecture, Inc. is in compliance with the
City's BDE Ordinance by committing to 51\% SBE participation on this project. The City's SBE goal
on this project is 10\%. Additionally, Elements of Architecture, Inc. is a certified M/WBE firm.
The Police Property Room and Fire Arson Unit facilities will be located in the Bob Bolen Public Safety
Complex, in COUNCIL DISTRICT 9.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously
appropriated, in the CCPD Capital Projects for the PD Bob Bolen Property Room Expansion project
to support the approval of the above recommendation and amendment to the architectual services
agreement. Prior to any expenditure being incurred, the Property Management Department has the
responsibility to validate the availability of funds.
