AN ORDINANCE AMENDING SECTIONS 35-56(g) and 35-56(h) OF
CHAPTER 35 OF THE CODE OF THE CITY OF FORT WORTH
(1986), AS AMENDED, BY REVISING AND ADDING CERTAIN
RATES AND CHARGES; MAKING THIS ORDINANCE CUMU-
LATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
AND PROVISIONS OF THE FORT WORTH CITY CODE 1N
CONFLICT HEREWITH; PROVIDING A SAVINGS CLAUSE;
PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH:
SECTION 1.
That Section 35-56(g) of Chapter 35 of the Code of the City of Fort Worth (1986),
as amended, is hereby amended to be and read as follows:
(g) The following schedule of rates per month, or fraction thereof, shall be the
charges to all wholesale customers for furnishing water to such customers:

SECTION 2.
That Section 35-56(h) of Chapter 35 of the Code of the City of Fort Worth (1986)
as amended, is hereby amended to be and read as follows:
(h) The following schedule of rates per month, or fraction thereof, shall be the
charges to all wholesale customers for furnishing wastewater services to such
customers:

SECTION 3.
This ordinance shall be cumulative of all provisions of ordinances and of the
Code of the City of Fort Worth, Texas (1986), as amended, except where the provisions
of this ordinance are in direct conflict with the provisions of such ordinance and such
Code, in which event conflicting provisions of such ordinances and such Code are hereby
repealed.
SECTION 4.
It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared
unconstitutional by the valid judgment or decree of any court of competent jurisdiction,
such unconstitutionality shall not affect any remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by the
City Council without the incorporation in this ordinance of any such unconstitutional
phrase, clause, sentence, paragraph or section.
SECTION 5.
This ordinance shall take effect on October 1, 2007.

Adopt Ordinance Revising Wholesale Water, Wastewater and Raw Water Service Rates and
Amending Chapter 35 "Water and Sewer," Article III "Charges," Sections 35-56 (g) and 35-56 (h)
"Water and Sewer Rates Within City"

RECOMMENDATION:
It is recommended that the City Council adopt the attached ordinance, which revises wholesale water,
wastewater and raw water service rates and provides an effective date of billing on or after November 1,
2007, for usage of flows from and after October 1, 2007.
DISCUSSION:
Each year wholesale water and wastewater rate studies are prepared in accordance with the terms of the
uniform wholesale customer contracts.
For fiscal year 2008, the wholesale wastewater cost of service study was completed by Malcolm Pirnie
Consulting. The wholesale water cost of service study was performed by Water Department staff based on
the wholesale water cost of service study completed by Malcolm Pirnie for fiscal year 2006. The result of
these studies indicated the rates, as proposed below, will recover the cost of providing wholesale water
and wastewater service.
A joint meeting of the Wholesale Water Advisory Committee and the Wholesale Wastewater Advisory
Committee was held July 19, 2007, to present the study and the rate requirements.

RAW WATER RATES
The cost of untreated water supplied by the Tarrant Regional Water District is $0.62422 for use inside the
district and $0.66022 outside the district. Adjusted for street rental and system loss, the raw water charge
to customers is $0.6742 inside the district and $0.7130 outside the district and is a direct "pass through" to
wholesale water customers.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that the adoption of this rate schedule will require no expenditure of City
funds. The Fiscal and CIP Services Division of the Water Department is responsible for collection of funds
due to the City by adoption of this ordinance.
