AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $64,024.29,
SUBJECT TO RECEIPT OF A GRANT FROM THE URBAN DEVELOPMENT
ACTION GRANT PROGRAM INCOME TO CANDLELIGHT CHRISTMAS IN RYAN
PLACE, FOR THE PURPOSE OF PURCHASING STREET LIGHTS IN COMMUNITY
DEVELOPMENT BLOCK GRANT ELIGIBLE AREAS OF THE RYAN PLACE
NEIGHBORHOOD; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2012 -2013 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $64,024.29, subject to receipt of a grant from the Urban Development Action Grant
Program Income to Candlelight Christmas in Ryan Place, for the purpose of purchasing street lights in
Community Development Block Grant eligible areas of the Ryan Place neighborhood.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20411 -09 -2012 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

in Ryan Place in the Amount of $150,054.80 for Street Light Purchase and Adopt Appropriation Ordinance
(COUNCIL DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the expenditure of Urban Development Action Grant Program Income to CandleLight
Christmas in Ryan Place in the amount of $64,024.29 for the purchase of street lights in Community
Development Block Grant eligible areas of the Ryan Place neighborhood;
2. Accept a donation from CandleLight Christmas in Ryan Place in the amount of $150,054.80 to use for
street light purchases; and
3. Adopt the attached Appropriation Ordinance increasing estimated receipts and appropriations in the
Grants Fund by the amount of $64,024.29.
DISCUSSION:
CandleLight Christmas in Ryan Place (CCRP) approached the City of Fort Worth (City) regarding the
installation of 209 street lights in the Ryan Place neighborhood. It was agreed at that time that CCRP
would pay for the materials and the City would pay for the installation. CCRP has raised the amount of
$150,054.80 to donate towards the purchase of the street lights leaving a balance in the amount of
$64,024.29 necessary to complete the project. CCRP has requested that the City fund the remainder of
the cost of the project.
Staff has reviewed the request and, because private funding is being provided, the project qualifies for the
amount of $64,024.29 of Urban Development Action Grant (UDAG) Program Income funds.
UDAG Program Income funds are generated from lease payments from the downtown Hilton Parking
Garage which was originally funded under the UDAG grant. Federal rules require that this program
income be used on projects eligible for Community Development Block Grant (CDBG) funds in a CDBG-
eligible area. Also, private funds must be contributed to the project in order to use the UDAG Program
Income. The street lights purchased in part with UDAG Program Income will be installed in an area of
Ryan Place which is CDBG - eligible.
The Transportation and Public Works Department will fund the design and labor cost for the installation of

the remaining lights.
This project is available in COUNCIL DISTRICT 9.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund. The Transportation and Public Works Department will be
responsible for the collection and deposit of donated funds.
