This Informal Report is in response to the City Council's request to receive a monthly update on
development activity within the City and the measures staff are using to improve the development
process. Staff also generates a monthly report to keep the Council informed of the volume of
development activity, process improvements and staff's performance in implementing changes and
improving the delivery of plan review and permits. This activity report consists of metrics associated
with building permits, infrastructure, stormwater development, and water development plan review.
It provides updates on continuous development process improvement efforts. The monthly
Development Activity report is attached for your use and information.
November 2020 Highlights
Building Permits
• Total commercial valuation (including remodels and additions) for November 2020 was $123
million compared to:
o $153 million in October 2020, down 20%
o $588 million in November 2019, down 79%
• In November 2020, 105 new commercial permits were issued compared to:
0 53 new commercial permits issued in October 2020, up 98%
o 135 new commercial permits issued in November 2019, down 22%
• In November 2020, 39 new commercial permit applications were received.
• In November 2020, 535 new single-family permits were issued compared to:
0 662 new single-family permits issued in October 2020, down 19%
0 328 new single-family permits issued in November 2019, up 63%
• In November 2020, 531 new single-family residential applications were received.
• In November 2020, 640 new commercial and new single-family permits were issued.
Development Support Services
• The Overall Customer Service Satisfaction was 69.86% for either Very Positive or Somewhat
Positive for November 2020, slightly down from 74.36% in October 2020.
• Chart A shows survey responses for November 2020.

month of November 2020 was 13 days compared to:
0 38 days in the BPI Project, down 25 days
0 15 days in the CY 2019 Annual Report, down 2 days
• City time for new residential building permits during thru the month of November 2020 was 13
days compared to 19 days in the CY 2019 Annual Report, down 6 days.
• Average time to complete first review for new residential building permits thru the month of
November 2020 was 7 days compared to 11 days in the CY 2019 Annual Report, down 4
days.

Plat/ Infrastructure Plan Review
• Infrastructure Plan Review Center (IPRC) reviewed 100% of the plans submitted within the
14-day goal timeframe in the month of November 2020.
• In November 2020,14 CFA applications were received, compared to 13 in October 2020, up
8%
• In November 2020, 47 Plat applications were received, compared to 54 in October 2020,
down13%
Response to COVID-19 Pandemic
• All required applications/permits continue to be available online. Staff continues to work on
streamlining and adding permit processes online.
o Staff has successfully worked with IT to improve Public Information Request delivery.
There is a new generating report in Accela that allows users to download and print
Certificate of Occupancy (C of O) online.
• Development Services continues to hold virtual Board and Commission meetings. This will
continue to provide a high level of transparency for City business while encouraging public
participation and engagement.
• Development Services is working to launch an interactive web tool, Open Counter, to help the
public navigate zoning districts and building permit processes. There will be three modules:
zoning, residential, and commercial. Each module will walk the citizen/developer through a
series of interactive questioning that will lead to a printed permit guide for commercial or
residential projects.
o Open Counter and our project team are currently setting up all fees for the fee estimator
and permit descriptions. IT gave Admin accounts for needed low-level integration with
Accela. Testing will begin soon but staff is currently working to determine the training
outline to see what subject matter experts need to be in attendance each training
session. Testing should take place within the first three weeks of December and January.
The software is still scheduled to "go live" in February 2021 .
