Information was requested related to the history on banning speed hump installation in the City. In July 2009, as a part of the Subdivision Design Standards Ordinance revision, Council adopted City Ordinance No. 187505-07-2009 which prohibits the placement of speed reduction humps in public or private rights-of-way related to new subdivisions as a speed mitigation tool. The speed reduction humps were prohibited for the following reasons: impacts to emergency response times and potential damage to emergency response equipment; maintenance costs; and stakeholder concerns about damage to personal vehicles. Moreover, in the late 2000s and early 2010s, the city council informally made it known that speed humps were disfavored as a traffic calming technique for the same reasons. When speed/road humps were in the toolbox, Transportation and Public Works installed more than 400 citywide, often in response to neighborhood association requests. The city's asset management database came online in 2018 and does not include an inventory of existing road humps. The Department's practice has generally been to not replace speed humps when streets are reconstructed. Remaining speed humps will be removed as part of scheduled road maintenance or reconstruction programs. TPW will seek funding for proactive removal if emergency service providers identify an existing speed hump as a safety hazard for response vehicles. The typical cost for speed hump removal and associated roadway repair ranges from $600 to $1,500 per speed hump. Staff will continue to install signage to minimize hazards until the speed humps are scheduled for removal.
