AN ORDINANCE ADJUSTING RECEIPTS AND APPROPRIATIONS IN THE 2007
CRITICAL CAPITAL PROJECTS FUND BY INCREASING RECEIPTS AND
APPROPRIATIONS IN THE LAS VEGAS TRAIL PROJECT IN THE AMOUNT OF
$400,000.00 AND DECREASING RECEIPTS AND APPROPRIATIONS IN THE
UNSPECIFIED PROJECT (CITY PROJECT NO. UNSPEC) BY THE SAME
AMOUNT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2020-2021 in the
Budget of the City Manager,there shall also be adjusted receipts and appropriations in the in the 2007 Critical
Capital Projects Fund by increasing receipts and appropriations in the Las Vegas Trail project in the amount
of$400,000.00 and decreasing receipts and appropriations in the Unspecified project (City Project No.
UNSPEC)by the same amount.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 24446-09-2020 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Amount of$13,560.00 for the Preliminary Engineering and Environmental Services to Widen Las Vegas Trail from Two-Lanes to Four-Lanes from
Interstate Highway 820 to Approximately Quebec Drive,to Include Intersection,Traffic Signal,Sidewalk,and Stormwater Crossing Improvements,
Adopt Appropriation Ordinance,and Amend the FY2021-2025 Capital Improvement Program
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached Resolution authorizing the execution of an Advance Funding Agreement with the Texas Department of Transportation in
the amount of$328,563.00,of which the City of Fort Worth's approximate participation amount is$315,003.00 and State participation in the
amount of$13,560.00 for preliminary engineering and environmental services to widen Las Vegas Trail from two-lanes to four-lanes from
Interstate Highway 820 to approximately Quebec Drive,to include intersection,traffic signal,sidewalk,and stormwater
crossing improvements(City Project No. 103085);
2. Adopt the attached appropriation ordinance adjusting the receipts and appropriations in the 2007 Critical Capital Projects Fund by
increasing receipts and appropriations in the Las Vegas Trail project in the amount of$400,000.00 and decreasing receipts and
appropriations in the Unspecified project(City Project No.UNSPEC)by the same amount;
3. Authorize initial payment to the Texas Department of Transportation in the amount of$315,003.00;and
4. Amend the Fiscal Year 2021-2025 Capital Improvement Program.
DISCUSSION:
In 2008,the North Central Texas Council of Governments sponsored a Joint Land Use Study to evaluate the status of recommendations
implemented from the 2002 Air Installation Compatible Use Zone Study and to make recommendations for additional actions by local
governments designed to improve land use decisions that may affect the mission of the Naval Air Station Joint Reserve Base Fort Worth(NAS
JRB).
The Joint Land Use Study was an initiative of the Cities of Fort Worth, Benbrook,River Oaks,Westworth Village,White Settlement and Tarrant
County. The study recommended transportation infrastructure improvements and stormwater drainage recommendations. The transportation
infrastructure improvements include improving surface transportation access to NAS JRB from surrounding communities and from the interstate
highway system, particularly with the addition of lanes and intersection improvements to maintain traffic flow in the area. The stormwater
recommendations are to reduce the possibility of flooding in the lower basin areas.
In 2019,the North Central Texas Council of Governments,Texas Department of Transportation and Cities of Fort Worth and White Settlement met
to discuss potential improvements to widen Las Vegas Trail from Interstate Highway 820 to approximately Quebec Drive,to include sidewalks,
intersection and traffic signal improvements. In addition,stormwater crossing improvements to address water overtopping at Las Vegas Trail
between Heron Drive and Shore View Drive were identified.
North Las Vegas Trail from Interstate Highway 820 to Clifford Street is primarily within the city limits of White Settlement. The City of White
Settlement's Master Thoroughfare Plan classification for North Las Vegas Trail within these limits is a four-lane undivided minor arterial.
The North Las Vegas Trail project falls within the northern 1/3 limits of Interstate Highway 820 to Clifford Street. The project is approximately 1,500
feet in length,of which approximately 20 percent of North Las Vegas Trail roadway is within the limits of City of Fort Worth.
The City of Fort Worth's Master Thoroughfare Plan does not list North Las Vegas Trail within these limits,but the Vision statement for the Master
Thoroughfare Plan is to provide a complete and connected,context-sensitive transportation system for all users that supports mobility,healthy
living and economic benefit. In addition,Intersections are noted as key components to a successful city transportation networks,and are also the
locations where pedestrians most frequently cross city streets.Thus,the North Las Vegas Trail project improvements at the intersections of Heron
Drive and Shore View Drive will improve pedestrian movements to be made safely and efficiently.
The Texas Department of Transportation will manage and implement the project,which is within the Cities of Fort Worth and White Settlement. The
portion of the project within the city limits of Fort Worth,will be a City of Fort Worth asset. The Texas Department of Transportation will execute two
separate preliminary engineering and environmental services agreements;one with the City of Fort Worth,and one with the City of White
Settlement.
City of Fort Worth funding amount of$400,000.00 includes$315,003.00 for the Texas Department of Transportation's management and
implementation of the project and$84,997.00 for city staff coordination and administrative costs associated with project implementation. The
action in this M&C will amend the FY2021-2025 Capital Improvement Program as approved in connection with Ordinance 24446-09-2020.
Upon completion of preliminary engineering,the amount of right-of-way necessary to widen Las Vegas Trail will be identified. In addition,a more
accurate costs estimate for right-of-way,utilities,and construction will be identified. An amendment to the funding agreement between Texas
Department of Transportation and the City of Fort Worth will be necessary to include the project phases of right-of-way,utilities,and construction.
The Las Vegas Trail project is located with COUNCIL DISTRICT 7.
A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:Texas
Department of Transportation
FISCAL INFORMATION!CERTIFICATION:
The Director of Finance certifies that funds are currently available in the UNSPEC project within the 2007 Critical Capital Projects Fund and upon
approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available in the 2007 Critical Capital
Projects Fund for the Las Vegas Trail project to support the approval of the above recommendations and the execution of the advanced funding
agreement. Prior to an expenditure being incurred,the Transportation&Public Works Department has the responsibility of verifying the availability
of funds.
