HomeMy WebLinkAboutResolution 4002-07-2011A Resolution NO. 4002 -07 -2011 AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE OF $76,921.12 IN GRANT FUNDS FROM THE FISCAL YEAR 2012 STATE COVERDELL FORENSIC SCIENCE IMPROVEMENT GRANT PROGRAM AND MAKING ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE WHEREAS, the Criminal Justice Division of the Governor's Office (CJD) is funding grant projects throughout the state; and WHEREAS, the City of Fort Worth (City), by and through its Police Department, has written a grant application for submission to the CJD for the following project: The Police Department is requesting $76,921.12 in funding to purchase a Leeds LCF 1600 comparison microscope to enhance bullet and cartridge case comparison examinations; as well as two printers and two computers for the Latent Print Unit to increase the quality and amount of digital images produced. WHEREAS, the City Council of the City of Fort Worth finds it in the best interest of the citizens of Fort Worth that the 2012 State Coverdell Forensic Science Improvement Grant Program be operated for the Fiscal Year 2012 Grant Cycle; and WHEREAS, the approval by CJD of the grant application is contingent upon the passage of a resolution by the City containing certain assurances; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: 1. The City Council ratifies the submission of the grant application to the Office of the Governor, Criminal Justice Division, for the 2012 State Coverdell Forensic Science Improvement Grant Program; 2. The City Council authorizes the Assistant City Manager for Police, to apply for, accept, reject, alter or terminate this grant on behalf of the City; and 3. Ratify the application for the Fiscal Year 2012 Coverdell Forensic Sciences Improvement Grant from the Office of the Governor, Criminal Justice Division, in the amount of $76,921.12; 2. Authorize the City Manager to accept, reject, alter or terminate, if awarded, the Fiscal Year 2012 Coverdell Forensic Sciences Improvement Grant; 3. Authorize the City Manager to execute a contract in connection with the acceptance of the grant, if awarded; 4. Adopt the attached Resolution authorizing the Police Department's application for and acceptance of $76,921.12 in grant funds from the Fiscal Year 2012 Coverdell Forensic Sciences Improvement Grant and the making of assurances required by the Criminal Justice Division of the Governor's Office; and 5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of $76,921.12 upon receipt of the grant. DISCUSSION: Each year, the Criminal Justice Division (CJD) of the Governor's Office funds grant projects throughout the State under the Coverdell Forensic Science Improvement Grant Program. The Police Department has applied for $76,921.12 in funding under the Fiscal Year 2012 Coverdell Forensic Science Improvement Grant to purchase a Leeds LCF comparison microscope and two new printers and two new computers for the Latent Print Unit. The Leeds LFC microscope will enhance and increase the current capabilities for bullet and cartridge case comparison examinations. The two new printers and two new computers will enhance and improve the Latent Print Unit's digital imaging capabilities. One of the goals under this grant program is to increase the amount of bullet and cartridge case comparison examinations. Another goal is to increase the amount and enhance the quality of Latent Print digital images. The grant requires that the City adopt a resolution which provides assurances that funds will be returned to the Criminal Justice Division, in full, in the event of loss or misuse of CJD grant funds and which designates the official authorized to accept, reject or alter the grant.
