The additional scope of work includes additional roadway design for the full block of Ashland between El Campo and Bryce. The original scope of work only included pavement repair for the portion of the roadway above the drainage improvements, or slightly less than half of a block When the project was expanded to include the full block, additional design and coordination effort was required. DISCUSSION: The Agreement recommended by this Mayor and Council Communication will provide engineering design and construction phase services for the installation of below -street detention in Ashland Avenue between El Campo Avenue and Bryce Avenue. The improvements will provide additional flood protection in low intensity storm events. The proposed drainage improvements are anticipated to be bid and constructed with water and sewer improvements planned in the Ashland area that are being designed by another consultant and managed by the Water Department. Freese and Nichols, Inc., was selected to design the proposed improvements based on a Request for Qualifications (RFQ) process and their successful completion of an extensive drainage study in the area of Central Arlington Heights Freese and Nichols, Inc., proposes to perform the above services for a lump sum fee of $76,219.00. Staff considers the fee to be fair and reasonable for the scope of services proposed. Funding for this project is being provided from revenue bonds in the Storm Water Capital Projects Bond Fund. In addition to the contract amount, $10,000.00, is required for project management by the Transportation and Public Works Department. Freese and Nichols, Inc., is in compliance with the City's M/WBE Ordinance by committing to 32 percent M/WBE participation. The City's goal on the project is 18 percent. This project is located in COUNCIL DISTRICT 7, Mapsco 75G.
