HomeMy WebLinkAboutContract 52483-A3 CSC No.52483-A3 AMENDMENT No.3 TO CITY SECRETARY CONTRACT No. 52483 WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc. , (ENGINEER) , made and entered into City Secretary Contract No. 52483, (the CONTRACT) , which was authorized by M&C No. C-29147 on the 11 day of June, 2019 in the amount of $ 930, 000 . 00 (Nine hundred and Thirty Thousand Dollars) ; and WHEREAS, the CONTRACT involves engineering services for the following project: CentrePort Trail Phase I and Phase II Project; and WHEREAS, it has become necessary to execute Amendment No. 3 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in a scope of services proposal, a copy of which is attached hereto and incorporated herein (Attachment A) . The cost to City for the additional design services to be performed by Engineer totals $35,945. 00 (see attached Funding Breakdown Sheet, page 3) . The amount in Amendment No.1 is $27,000. 00 and the amount in Amendment No.2 is $37,000. 00. 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $1,029,945. 00. 3. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. We understand that AGG has been selected based on qualifications in accordance with the Professional Services Procurement Act for providing geotechnical services. A detailed scope and project pricing are provided below. PROJECT DESCRIPTION AGG has previously performed a geotechnical investigation (AGG Report No. DE19-282) for the CentrePort Trail Phase I alignment. SCOPE OF WORK The geotechnical investigation performed for the referenced project will consist of field and laboratory investigations, engineering analysis, and a report prepared by a Registered Professional Engineer. This proposal includes only the field and lab investigations. Field Invest! ation The site is generally not accessible to truck mounted drilling equipment due to steep slopes and dense trees. Therefore, we will generally profile steep existing slopes by hand sampling along the slopes as described below. This site is accessible to buggy mounted drilling equipment at 3 locations. Therefore, three (3) additional test borings will be drilled for retaining wall F and retaining wall G. These borings must be drilled at the top of the steep existing slopes about 60 to 80 feet from the actual wall alignment. Dallas - Ft. In order to drill 30 feet below the bottom of the finished trail grade, we anticipate drilling the test borings to depths of 75 feet. The three test borings will be used to identify the bearing stratum and provide design parameters for straight shaft piers Subsurface soil samples will be secured with thin walled tube and/or split spoon samples depending on soil type and consistency. Rock encountered in the borings will be evaluated using the Texas Department of Transportation Penetrometer (TxDOT Cone). For the retaining wall borings, TxDOT cone testing will be performed in the soil at a depth of 3 feet then on 5 foot intervals and rock on 5 foot intervals. All samples will be properly logged, packaged, sealed, and placed in a core box for transportation to the laboratory. In addition to drilling additional test borings, soil probings will be taken along the steep slopes in three separate areas in order to identify the stratigraphy along the slopes. It is assumed that the soils encountered along the slopes are representative of the horizontal soil stratigraphy for that elevation. Classification testing will be performed on the samples gathered from the soil probings. Alliance Geotechnical Group assumes that the client will obtain the right-of-entry to the private properties. It is understood that access to the boring locations will require an ATV buggy drill rig to travel down existing dirt roads in order to access the boring locations. We understand that some tree limbs may be required to be cut down in order to provide access to our ATV Buggy drilling rig. A line item has been included in our scope for cutting down selected tree limbs to access the boring locations. The tree clearing fee is based upon the downed tree limbs being left on site. Should unusual access or soil conditions be encountered, we will call you with a recommendation and cost estimate to explore these unusual conditions. AGG understands that any Right of Entry permits required to enter TRE's ROW will be obtained by the client. AGG will contact Texas 811 and the City of Fort Worth's and Grand Prairie's Water Departments to have underground utilities located prior to beginning field activities. However, AGG is not responsible for damage to underground utilities that are not identified prior to drilling. Laboratory Investigation Laboratory tests will be conducted to classify the soil and to evaluate the volume change potential and strength of the soil present at the site. Soil classification tests will consist of Atterberg limits (plasticity index), moisture content and sieve analyses. The strength of the soil will be estimated using hand penetrometer tests and unconfined compression strength testing. Engineering Analyses Results of field and laboratory work will be presented in an engineering report that is signed and sealed by Registered Professional Engineer of Texas. The report will include the following: 1. Plan of borings, boring logs, water level observations, and laboratory test results.
