HomeMy WebLinkAbout2020/11/17-Minutes-City Council-Executive Session CITY OF FORT WORTH, TEXAS SPECIAL CITY COUNCIL MEETING CLOSED EXECUTIVE SESSION NOVEMBER 17,2020 After proper notice given pursuant to the Texas Open Meetings Act, Mayor Pro tem Jordan adjourned the City Council Work Session meeting of the Fort Worth City Council at 5:34 p.m. on Tuesday, November 17, 2020, to convene into the Special City Council Meeting for the closed Executive Session in the City Council Conference Room 2020 of the Fort Worth Municipal Building. Kayser, City Secretary Gerald Pruitt, Deputy City Attorney Leann Guzman, Deputy City Attorney Jay Chapa, Deputy City Manager Fernando Costa, Assistant City Manager Dana Burghdoff, Assistant City Manager Valerie Washington, Assistant City Manager Chelsea Adler, Mayor's Office Reggie Zeno, Chief Finance Officer Melinda Ramos, Law Leticia Brown, Law Christa Reynolds, Law Brandon Bennett, Code Compliance Robert Smouse, Code Compliance Jessika Williams, Law Nico Arias, Law JB Strong, Law Denis McElroy, Law Mark McAvoy, Planning and Data Analytics After proper notice given pursuant to the Texas Open Meetings Act, with a quorum of the City Council Members present, the Fort Worth City Council convened into closed Executive Session at 5:40 p.m. on Tuesday, November 17, 2020, in the City Council Conference Room 2020 of the Fort Worth Municipal Building to discuss matters pertaining to the following: A. The City Council will conduct a closed meeting in order to discuss matters permitted by the following sections of Chapter 551 of the Texas Government Code: CITY OF FORT WORTH, TEXAS SPECIAL CITY COUNCIL MEETING NOVEMBER 17, 2020 PAGE 2 of 2 CITY ATTORNEY 1 Section 551.071, CONSULTATION WITH ATTORNEY To seek the advice of its attorney about pending or contemplated litigation, settlement offers, or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act. [Tex. Govt. Code §551.071]: a. Legal issues concerning a Settlement with Waste Management of Texas Regarding a Dispute on the Cost Adjustment to the Solid Waste Collections Contract b. Legal issues concerning Brookes Baker, et al. v. City of Fort Worth, Texas, et al. (Civil Action No. 4:19-CV-00869-0); and c. Legal issues concerning any item listed on today's City Council meeting agenda. CITY MANAGER 1. Section 551.072, DELIBERATIONS REGARDING REAL PROPERTY Deliberate the purchase, sale, lease or value of real property where deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third party. 2. Section 551.087, DELIBERATIONS REGARDING ECONOMIC DEVELOPMENT NEGOTIATIONS Deliberate the commercial or financial information or the offer of a financial or other incentive to a business prospect. B. The City Council may reconvene in open session in the City Council Conference Room and act on any item listed on the Executive Session Agenda in accordance with Chapter 551 of the Texas Local Government Code.
