(L3 WESCAM) is the OEM, and has designed and developed the WESCAMTM MX-Series of Electro-Optic/Infrared (EO/IR) surveillance systems and accessories, including the WESCAM MX-10. The know-how, design of these systems, servicing and upgrade process are proprietary to L3 WESCAM. Other manufacturers and suppliers would not have access to appropriate technical data to manufacture, repair or upgrade these systems. L3 WESCAM's MX-series of EO/IR surveillance systems are highly sophisticated systems that require special tooling,test equipment, and technical skill sets to perform said repairs or upgrades. There are no other manufacturers familiar with this L3 WESCAM technology or with access to the technical data necessary to perform such manufacture, upgrades, repairs, or provide detailed support(e.g.training or simulation). The knowledge to properly repair, upgrade and support the L3 WESCAM systems resides only with L3 WESCAM employees and our world- wide network of Wescam Authorized Service Centers(WASC). In order to provide a cost effective, timely and adequate supply of components and to ensure the integrity of the systems, it is strongly recommended that L3 WESCAM be contracted to supply the above noted item. FWPD Air Support Unit operates two helicopters. One helicopter has a Wescam MX-10 video/thermal imaging system. We need a maintenance/repair contract with a vendor to provide service to keep this system in service 24/7. L-3 EOIR,Inc.owned Wescam at one time. Now,the are re separate companies. L-3 is now the sole source for maintenance and repairs for this video/thermal imaging system. 2. Purpose—provide a brief description of why the product(s) or service(s) is required. FWPD has no employees with the expertise to analyze/repair or service the MX-10 system. We must have an operable system 24/7 to support law enforcement officers with criminal law enforcement,search&rescue, etc. 3. Describe your efforts to identify other vendors — trade shows, internet search, vendor catalogues. Provide product and contact information for other products, services and vendors evaluated. (A quote is not required, simply enough information to show the availability/non-availability of other sources.) L-3 states that they are the only source in the world to repair Wescam or L-3 video/thermal imaain� systems. No other vendors are available. 4. Justification: a. Identify the reason(s) why other vendors, products, or services competing in this market do not meet the City's needs or specifications: The product(s)or service(s)is available from only one source because of patents,copyrights, secret processes,or natural monopolies. The product(s)is a captive replacement part(s)or component(s)for existing equipment.
