MEMORANDUM OF UNDERSTANDING
Between
ACH Child and Family Services
and
The City of Fort Worth, by and through its Police Department
This Memorandum of Understanding (MOU) between ACH Child and Family Services
(ACH) and the City of Fort Worth, by and through its Police Department (FWPD), outlines a
collaborative effort to address the homelessness of runaway and homeless youth (RHY)/young
adults ages 10-22 in Tarrant County, Texas, demonstrating, at a minimum, a close collaboration
between FWPD and ACH. Thus, the parties to this memorandum of understanding agree to do
the following:
1. Work together to combat the issue of homelessness of RHY/young adults in Tarrant
County via ACH's RHY programs.
2. Mutually establish appropriate protocol which FWPD can follow in referring RHY/young
adults to ACH for services or bringing those individuals onsite for services; and
3. Enhance collaborative efforts between FWPD and ACH's RHY programs that leverage
limited resources to strengthen but not duplicate existing efforts. In furthering these
efforts, the parties to this MOU agree as follows:

• FWPD will endeavor to identify and refer RHY/young adults to ACH for
comprehensive shelter and/or outreach services in ACH's RHY programs, this may
include RHY/young adults' voluntary transportation by FWPD to ACH's facilities.
• FWPD, through FWPD's Homelessness Liaison and/or other officers, agrees to act as a
direct referral source for ACH's RHY programs along with various homeless service
providers, schools, other appropriate social service agencies, etc.
• ACH will endeavor to serve RHY/young adults brought by or referred by FWPD for
comprehensive shelter and/or outreach services or referrals for services by ACH's RHY
programs, including but not limited to: immediate, safe shelter, food, clothing and
hygiene items, case management, counseling, educational/vocation assessment, onsite
public school education opportunities during the school year, life skills education and
experience, and community activities.
• The aforementioned referrals and services will be at no cost to the City of Fort Worth
but funded by and through the Administration of Children and Families and ACH.
Therefore, signatories agree to work cooperatively to join efforts in meeting the
immediate needs of runaway and homeless youth and young adults.

EFFECTIVE DATE: The terms of this MOU will become effective the date it is signed by the
last party.
DURATION:
The term of this MOU will remain in effect for one year with four one
year options to renew, unless terminated according to the provisions in
this MOU.
MODIFICATION: This MOU may be modified upon the mutual written consent of both
Parties.
TERMINATION: Either Party may terminate this MOU upon 60 days written notice to the
other Party.
We the undersigned, as authorized representatives of the named agency, do hereby
approve this document.
