AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $100,000,
SUBJECT TO RECEIPT OF THE GRANT FROM THE U.S. DEPARTMENT OF
JUSTICE, BUREAU OF JUSTICE ASSISTANCE, EDWARD BYRNE MEMORIAL.
DISCRETIONARY GRANTS PROGRAM, FOR THE PURPOSE OF FUNDING A
THREE-PHASE, COMPREHENSIVE, AND INNOVATIVE CRIME PREVENTION
PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-
2007 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $100,000, subject to receipt of the grant from the
U.S. Department of Justice, Bureau of Justice Assistance, Edward Byrne Memorial Discretionary
Grants Program, for the purpose of funding athree-phase, comprehensive, and innovative crime
prevention program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize the Application and Acceptance of Grant Funds from the Edward Byrne Memorial
Discretionary Grant U.S. Department of Justice, Bureau of Justice Assistance and Adopt
Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, grant funds in the amount of $100,000
from the U.S. Department of Justice (DOJ), Bureau of Justice Assistance (BJA), Edward Byrne Memorial
Discretionary Grants Program; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grant
Fund in the amount of $100,000 upon receipt of the grant.
DISCUSSION:
The Fort Worth Police Department (FWPD) has a long history of supporting crime prevention programs
dating back to 1992. Grant funds are requested to develop athree-phase, comprehensive, and innovative
crime prevention program.
The first phase will train key FWPD staff in crime prevention through environmental design (CPTED) and
problem-oriented policing (POP). Following their training, the second phase will develop alocally-oriented,
web-based training module to support crime prevention. This module will be available to both internal and
external users via an Intranet and Internet website. The third phase is to identify and fund at least five pilot
CPTED and/or POP projects in Fort Worth.
Grant funds of $14,974 will be used to send seven attendees to two conferences; one focusing on POP and
one focusing on CPTED. An additional $9,766 will be used for various equipment needed to support the
training module including a laptop, projector, and digital camera. An additional $15,260 will be used to fund
consultants in the development of the web-based training module. The remaining $60,000 will be used to
implement the five pilot projects.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations, receipt of the grant and
adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grant Fund. Funds will be reimbursed by grantor after expenditures are made.
