AMENDING THE CITY OF FORT WORTH'S ANNEXATION PLAN TO ADD AN
APPROXIMATELY 64.3 -ACRE TRACT OF LAND LOCATED WEST OF US 377
AND SOUTH OF WALL PRICE KELLER ROAD
WHEREAS on December 14, 1999, the City Council approved Resolution No. 2598 adopting
an annexation plan for the City of Fort Worth in accordance with Section 43.052 of the Local
Government Code;
WHEREAS Section 43.052(c) provides that a municipality may amend its annexation plan to
identify annexations that may occur beginning on the third anniversary of the date the plan is amended;
WHEREAS the City Council approved Ordinance No. 19569 -03 -2011 on March 1, 2011,
adopting the 2011 Comprehensive Plan and Five -Year Annexation Program;
WHEREAS the area specifically described on the map attached as Exhibit "A" and by the legal
description attached as Exhibit `B" is identified in the Annexation Program for potential full- purpose
annexation in 2014;
WHEREAS the area described in Exhibit A and Exhibit B contains 100 or more dwelling units
and thus is not subject to the annexation plan exemptions set out in Section 43.052(h) of the Texas Local
Government Code;
WHEREAS the preliminary fiscal impact analysis of this proposed annexation is positive; and
WHEREAS property owners in the area have been notified of the potential full- purpose
annexation of this property, and a public information meeting was held for property owners in the area at
the Hillside Community Church on June 27, 2011;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
That the City's annexation plan, approved on December 14, 1999, by the adoption of Resolution
No. 2598, is hereby amended to include approximately 64.3 acres out of the John Edmonds Survey,
Abstract Number 457, to include the Deerfield Addition, Tarrant County, Texas, as shown on Exhibit A
and described in Exhibit B.

Further that the area so described may be annexed for full purposes beginning on the third
anniversary of the date of this plan amendment.
This resolution is adopted and effective this 2nd day of August, 2011.

METES AND BOUNDS DESCRIPTION
BEING a 64.3 acre tract of land situated in the John Edmonds Survey, Abstract Number 457, Tarrant
County, Texas, being of the Deerfield Addition, an addition to the Tarrant County according to the plat
recorded in Cabinet A, Slide 6090, Plat Records of Tarrant County, Texas, and including also Tract 11 B of
the same John Edmonds Survey, said 64.3 acre tract of land being more particularly described as follows:
BEGINNING at a point in the southerly right -of -way line of Wall Price Keller Road (a variable width right -of-
way) for the northwest corner of said Deerfield Addition;
THENCE with the northerly line of said Deerfield Addition, East a distance of approximately 5,000 feet to
the northeast corner of said Tract 11 B of the John Edmonds Survey, Abstract 457, said corner also being
the westerly right -of -way line of the Union Pacific Railroad;
THENCE with the easterly line of said Tract 11 B and railroad right -of -way, South generally a distance of
585 feet to the southeasterly corner of said Tract 11 B;
THENCE with the southerly line of said Tract 11B and the south line of the Deerfield Addition, West a
distance of approximately 5,000 feet to the southwest corner of said Deerfield Addition, being also the
southwest corner of Lot 11, Block 5 of said Deerfield Addition, and being also the east right -of -way line of
Ray White Road;
THENCE with the westerly line of said Deerfield Addition and the easterly right -of -way line of Ray White
Road, North a distance of approximately 590 feet to the southerly right -of -way line of Wall Price Keller
Road and the POINT OF BEGINNING;
CONTAINING approximately 64.3 acres of land, more or less.

Adopt Resolution Amending the City's Three -Year Annexation Plan to Add an Approximately 64.3 -Acre
Tract of Land Located West of US 377 and South of Wall Price Keller Road (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council approve the attached resolution amending the City's three -year
annexation plan to add an approximately 64.3 -acre tract of land, out of the John Edmonds Survey
including the Deerfield Addition subdivision, in Tarrant County to the plan.
DISCUSSION:
On December 14, 1999, the City Council approved Resolution No. 2598, adopting an annexation plan for
the City of Fort Worth in accordance with Section 43.052 of the Texas Local Government Code. State law
requires a municipality to place an area with 100 or more dwelling units in a three -year annexation plan in
order to consider them for full - purpose annexation.
The City Council adopted the 2011 Comprehensive Plan and the Five -Year Annexation Program on March
1, 2011, (M &C G- 17216). The annexation program identifies areas that may be considered for full - purpose
annexation, including this enclave for full - purpose annexation in 2014 (Area 18). On July 12, 2011, the
City Council received the preliminary fiscal impact analysis for the enclave, which was positive after five
years. The final fiscal impact analysis will be completed prior to the actual full - purpose annexation in 2014,
if the City Council decides to move forward with the annexation at that time. City staff held a public
information meeting on June 27, 2011 at Hillside Community Church, 9915 Ray White Road, for all
interested property owners. This area will be eligible for full - purpose annexation beginning on the third
anniversary of the date the plan is amended, tentatively scheduled for the summer of 2014.
The property is surrounded by COUNCIL DISTRICT 2.
