A Resolution for the Employment of the Law Offices of Dakshini R. Sen,
P.C., as Outside Legal Counsel to Represent the City in an Employment -
Related Immigration Matter.
WHEREAS, the City of Fort Worth requires legal assistance and advice regarding legal issues
that may arise regarding an employee who needs to renew his temporary authorization to work in the
United States; Cd
WHEREAS, a specific need has arisen that requires the services of an attorney with immigration
law experience; and
WHEREAS, the Law Offices of Dakshini R. Sen, P.C. have substantial expertise in the area of
immigration law and have agreed to assist the City in this matter.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
That the City Attorney is hereby authorized to retain the Law Offices of Dakshini R. Sen, P.C.,
as outside counsel pursuant to Chapter VI, Section 3 of the City Charter, to assist and advise the City
Attorney in the undertaking of certain procedures related to a City employee's renewal of his temporary
authorization to work in the United States.
That, as far as practicable,

SUBJECT:
Adopt Resolution to Retain the Law Offices of Dakshini R. Sen, P.C., as Outside Counsel to Assist and
Advise the City on Legal Issues Regarding an Employment Related Immigration Matter at No Cost to the
City (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council authorize the City to retain the Law Offices of Dakshini R. Sen,
P.C., as outside counsel pursuant to Chapter VI, Section 3 of the City Charter, to assist the City Attorney
with legal issues regarding an employment related immigration matter.
DISCUSSION:
The Planning and Development Department has requested that the City Manager file a petition to renew a
temporary non - immigrant work visa for one of its current employees. In order to employ individuals who
reside outside the United States but work here on a temporary basis, the City must submit an application
and obtain certification from the Department of Labor, Employment and Training Administration. After
obtaining certification, a non - immigrant visa petition and accompanying fees must be submitted to the
Department of Homeland Security. Visas must be renewed periodically in order to continue employment in
the United States.
Due to the specialized area of law and the expertise required, these forms have traditionally been
completed and submitted by outside counsel for the City to assure compliance with the Federal
regulations and to avoid any potential penalties related to noncompliance.
Dakshini R. Sen, P.C. is an immigration law firm practicing exclusively in the area of immigration and
nationality law. The firm will represent the City in submitting the appropriate documentation as required by
Federal immigration laws. The firm's representation will be limited to the individual employee's visa
application and will not be retained on a continuing basis. The employee who is seeking the visa renewal
will pay the outside counsel fees and therefore no appropriations ordinance is required.
AGREEMENT TERMS - Upon City Council's approval, the Agreement shall begin on August 24, 2011,
and end on the final disposition of the visa application renewal.
