AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE OF $80,000.00 IN GRANT FUNDS, IF
AWARDED, FROM THE STATE FISCAL YEAR 2012 CRIMINAL JUSTICE DIVISION GRANT
FUNDS AND THE MAKING OF ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION
OF THE GOVERNOR'S OFFICE
WHEREAS, the Criminal Justice Division of the Governor's Office (CJD) is funding grant projects
throughout the state; and
WHEREAS, the City of Fort Worth (City), by and through its Police Department, has written a grant
application for submission to the CJD for the following project:
Salary and fringe benefits, as well as travel, training and printing funds for two Victim Assistance
Specialists. This project will allow two specialists to assist with the Domestic Violence High
Risk Initiative. The total amount dedicated to this goal will be $125,333.82: $80,000.00 provided
by CJD and $45,338.82 matched by the City.
WHEREAS, the City Council of the City of Fort Worth finds it in the best interest of the citizens of Fort
Worth that the above outlined project be operated for the Fiscal Year 2012 Grant Cycle; and
WHEREAS, the approval by CJD of the grant application is contingent upon the passage of a resolution
by the City containing certain assurances;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
1. The City Council ratifies the submission of the grant application to the Office of the Governor, Criminal
Justice Division, for the project named above;
2. The City Council authorizes the Assistant City Manager for Police, to apply for, accept, reject, alter or
terminate this grant on behalf of the City;
3. If awarded, the City will provide the above - mentioned applicable matching grant funds for the named
project in the total amount of $45,338.82; and
4. In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be returned to
the CJD in full.

Ratify Application for and Authorize Acceptance of $80,000.00 in Grant Funds from the Fiscal Year 2012
Criminal Justice Division Grant, Authorize $45,338.82 in Matching Funds, Adopt Resolution in Order to
Make Assurances Required by the Criminal Justice Division of the Governor's Office and Adopt
Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for one Fiscal Year 2012 grant from the Office of the Governor, Criminal Justice
Division, which would include funds in the amount of $80,000.00 to operate the Domestic Violence High
Risk Initiative;
2. Authorize the City Manager to accept, reject, alter or terminate, if awarded, one Fiscal Year 2012 grant
and execute associated contracts;
3. Approve matching funds of $45,338.82 to be transferred from the State Awarded Assets Fund to the
Grants Fund;
4. Adopt the attached resolution ratifying the application for and acceptance of $80,000.00 in grant funds
from the Fiscal Year 2012 Criminal Justice Division Grant Funds and the making of assurances required
by the Criminal Justice Division of the Governor's Office; and
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $125,338.82 upon receipt of the grant.
DISCUSSION:
Each year, the Criminal Justice Division (CJD) of the Governor's Office funds grant projects throughout the
state. The Police Department has written one grant application for the State Fiscal Year 2012 grant cycle.
The project is described below:
Domestic Violence High Risk Initiative - Total $125,338.82 (CJD $80,000.00; City Match $45,338.82) -
This grant budget includes two Victim Assistance Specialists. The two specialists will focus on providing
follow -up services to victims of domestic violence. The grant budget includes salary, fringe benefits,
training and supplies. This is a continuation application for the 13th year of funding.
Matching Funds in the amount of $45,338.82 will be included in the Fiscal Year 2012 City Manager's
Proposed Budget for the State Awarded Assets Fund.

The associated contracts shall not be effective until October 1, 2011, and the City shall not be obligated to
make any payments under the contracts or be otherwise liable for any other obligations unless and until
the City Council approves the above recommended items as a part of the Fiscal Year 2012 adopted
budget and the budget becomes effective.

Fiscal Year 2011 -2012 proposed budget.
