AN ORDINANCE INCREASING APPROPRIATIONS IN THE CULTURE AND
TOURISM FUND IN THE AMOUNT OF $159,125 AND DECREASING THE
UNAUDITED, UNRESERVED, UNDESIGNATED FUND BALANCE BY THE
SAME AMOUNT, FOR THE PURPOSE OF PROVIDING ADDITIONAL
INCENTIVES FOR AMERICAN PAINT HORSE ASSOCIATION EVENTS;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-
2007 in the Budget of the City Manager, there shall also be increased appropriations in the Culture
and Tourism Fund in the amount of $159,125 and decreasing the unaudited, unreserved,
designated fund balance by the same amount, for the purpose providing additional incentives for
American Paint Horse Association Events.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Incentives for the American Paint Horse Association Events through the Use of Senate
Bill 1253 Funds and Culture and Tourism Funds and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to:
1. Adopt the attached supplemental appropriation ordinance increasing appropriations in the Culture and
Tourism Fund in the amount of $159,125 and decreasing the unaudited, unreserved, undesignated fund
balance by the same amount; and
2. Authorize payment in the amount of $221,524 to the American Paint Horse Association (APHA) for the
purpose of providing additional incentives for APHA events.
DISCUSSION:
The City Council, through City Council Resolution No. 3443-12-2006, authorized the City of Fort Worth to
apply for state funding to enhance special events through economic development incentives. Incentives are
designed to enhance the APHA event, which generates $10,600,000 annually in direct spending. The total
direct economic impact is an estimated $53,000,000 over afive-year period.
The City was successful in receiving approval of a Special Event Plan for the 2006 APHA World Show from
the State of Texas. Pursuant to Senate Bill 1253, the City applied for state economic development
incentives for the 2006 World Show and received $236,166 for the purpose of providing enhanced
incentives to the APHA. State funds in the amount of $62,399 were retained by the City for programs that
are mutually agreed upon by the City and the APHA. The City requested funding for the 2007 World Show,
but state funding was unavailable.
The current APHA license agreement has expired and the City is working diligently with the APHA to extend
the license agreement through 2012. The APHA has committed that, if additional incentives in the amount
of $221,524 are provided, its World Show will remain at the Will Rogers Memorial Center
(WRMC). Additionally, if these incentives are made available, the APHA has committed to producing a new
Fall Show beginning in 2008 at the WRMC.
In order to make dates available for the new Fall APHA Show, City staff will relocate a long term WRMC
client to alternative dates. Staff has offered rental discounts to the long term client for afive-year period to
make the transition feasible.
If approved, payment will be provided from the Special Trust Fund ($62,399) and the Culture and Tourism
Fund ($159,125). Funds will be paid to the APHA upon execution of a new five-year license agreement with
the City.

The Will Rogers Memorial Complex and Equestrian Center is located in COUNCIL DISTRICT 7 and serves
the entire City.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon adoption of the attached supplemental appropriation ordinance,
funds will be available in the current operating budgets, as appropriated, of the Special Trust Fund and
Culture and Tourism Fund.
