HomeMy WebLinkAboutOrdinance 17819-10-2007Ordinance No. 17819-10-2007 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECTS FUND (IMPACT FEE ACCOUNT) IN THE AMOUNT OF $4,992,954 FROM AVAILABLE FUNDS FOR THE PURPOSE OF TRANSFERRING SAID FUNDS TO THE WATER CAPITAL PROJECT FUND (DESIGN ACCOUNT); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-2007 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Projects Fund (Impact Fee Account) in the amount of $4,992,954 from available funds for the purpose of transferring said funds to the Water Capital Project Fund (Design Account). SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Project Fund (Impact Fee Account) in the amount of $4,992,954; 2. Authorize the transfer of $4,992,954 from the Water Capital Project Fund (Impact Fee Account) to the Water Capital Project Fund (Design Account); 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Project Fund (Design Account) in the amount of $4,992,954; and 4. Authorize the City Manager to execute an engineering agreement with Camp Dresser & McKee, Inc., in the amount of $4,992,954 for the design of the Northwest Water Treatment Plant. DISCUSSION: On March 19, 2002, (M&C C-19013) City Council authorized the execution of an engineering agreement with Freese & Nichols for the update to the Fort Worth Water System Master Plan. The Master Plan recommended constructing a water treatment plant in the northwest part of Fort Worth to meet projected demands and provide increased reliability. The proposed Northwest Water Treatment Plant will treat raw water conveyed through a 90 inch raw water main, connecting Lake Benbrook and Eagle Mountain Lake, currently being constructed by the Tarrant Regional Water District (TRWD). Raw water to be conveyed to the Northwest Water Treatment Plant through this pipeline includes raw water supply from Richland Chambers, Cedar Creek, and Benbrook Reservoirs. Recent advances in technology together with reduction in equipment costs have made membrane treatment an attractive alternative to conventional process to treat drinking water. However, prior to receiving the approval of the use of membrane technology, the Texas Commission on Environmental Quality (TCEQ) requires pilot plant test data on all potential raw water sources. On May 16, 2006, (M&C C-21456) the City Council authorized the execution of an engineering agreement with Alan Plummer Associates, Inc., for the Northwest Water Treatment Plant Membrane Pilot Study. As part of this study, Fort Worth joined with the cities of Mansfield, Waxahachie, and Midlothian to conduct membrane pilot testing on raw water originating Logname: 60NORTHWEST WTP Page 1 of 2 from Richland Chambers and Cedar Creek Reservoirs. In August 2006, the Fort Worth Water Department solicited proposals from engineering firms for the design of the Northwest Water Treatment Plant. All firms submitting proposals were interviewed. Camp Dresser & McKee was selected for the design of the project. On March 20, 2007, (M&C C-22017) the City Council authorized an engineering agreement with Camp Dresser & McKee for the Northwest Water Treatment Plant Process Evaluation. As part of this agreement, Camp Dresser & McKee conducted membrane pilot testing on Lake Benbrook raw water, analyzed the pilot testing results of all three potential raw water sources, and evaluated feasible treatment process alternatives, including conventional processes, membrane technologies, ozonation and ultra-violet disinfection in order to develop the optimum treatment process for the Northwest Water Treatment Plant. Based on this evaluation, a treatment process including membrane filtration for particle removal and ozonation for primary disinfection and taste and odor control was recommended and selected. The scope of work under this engineering agreement with Camp Dresser & McKee includes the development of plans and specifications, permitting and state regulatory approvals, construction shop drawing review and observation, and equipment startup and O&M manual. Camp Dresser & McKee, Inc., is in compliance with the City's MM/BE Ordinance by committing to 28 percent M/WBE participation. The City's goal on this project is 28 percent.
