HomeMy WebLinkAboutOrdinance 17821-10-2007Ordinance No. 17821-10-2007 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $787,418, SUBJECT TO RECEIPT. OF THE FISCAL YEAR 2007 BYRNE JUSTICE ASSISTANCE GRANT, FOR THE PURPOSE OF ENTERING INTO AINTER- LOCAL AGREEMENT WITH TARRANT COUNTY, ARLINGTON, BEDFORD, EULESS, FOREST HILL, GRAPEVINE, HALTOM CITY, HURST, AND NORTH RICHLAND HILLS FOR THE CITY OF FORT WORTH TO SERVE AS THE COGNIZANT FISCAL AGENCY TO APPLY FOR AND DISPERSE FUNDS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2006- 2007 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $787,418 subject to receipt of the Fiscal Year 2007 Byrne Justice Assistance Grant, for the purpose of entering into sinter-local agreement with Tarrant County, Arlington, Bedford, Euless, Forest Hill, Grapevine, Haltom City, Hurst and North Richland Hills for the City of Fort Worth to serve as the cognizant fiscal agency to apply for and disperse funds. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17142 and all other ordinances anal appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Conduct a public hearing to allow public comment to fulfill grant application requirements; 2. Authorize the City Manager to apply for and accept, if awarded, the FY 2007 Byrne Justice Assistance Grant in the amount of $767,418; plus future accrued interest of approximately $20,000; 3. Authorize the City Manager to Execute an Inter-Local Agreement to have the City of Fort Worth serve as the cognizant fiscal agency on this grant for Tarrant County, Arlington, Bedford, Euless, Forest Hill, Grapevine, Haltom City, Hurst and North Richland Hills; 4. Authorize the use of the anticipated interest in the estimated amount of $20,000; and 5. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Grants Fund by $787,418. DISCUSSION: The Bryne Justice Assistance Memorial Grant Program allows states and local governments to support a broad range of activities to prevent crime and to improve the criminal justice system. The City of Fort Worth, along with several other jurisdictions, were deemed "disparate" agencies and were required to negotiate with Tarrant County to develop a program budget and strategy. All funds destined for agencies certified as disparate must be pooled, a spending plan must be developed and one agency must serve as the cognizant jurisdiction to apply for and disperse funds. A committee of all impacted law enforcement agencies developed an application strategy and Fort Worth was selected to serve as the cognizant agency as it has for the two past years Justice Assistance Grants. A total of $767,418 is available for all jurisdictions, with no matching funds required, and will be distributed in the following manner: Jurisdiction Funding Purpose Tarrant County $135,422.00 Mental Health Liaison program and Adult Drug Court Arlington $186,950.00 Purchase license plate recognition technology and wireless data network Bedford $17,581.00 Purchase digital in-car video camera systems Logname: 35JAGFY2007 Page 1 of 2 Euless $11,659.00 Purchase and install mobile virtual private network for police vehicles Forest Hill $8,974.00 Purchase mobile data terminals for in-car reporting and communications Fort Worth $349,633.00 Development of crime analysis program and crime analysis training Grapevine $9,187.00 Purchase equipment to support training and professional development Haltom City $16,635.00 Purchase equipment to support investigations and interviews of suspects Hurst $16,207.00 Purchase hand-held electronic ticket writers North Richland Hills $15,170.00 Partially fund an investigator assigned to a regional narcotics unit Interest Earned $20,000.00 Law Enforcement; Planning, Evaluation, and Technology Programs Fort Worth is responsible for submitting the full grant application and will distribute funding, as agreed, to Tarrant County, Arlington, Bedford, Euless, Forest Hill, Grapevine, Haltom City, Hurst and North Richland Hills. The initial funding period is October 1, 2007 through September 30, 2010.
