It is recommended that the City Council authorize the execution of an Engineering Services Agreement in an amount not to exceed $61,138.00 with Kimley-Horn and Associates, Inc., for the design of the Ridglea Urban Village Streetscape Improvements Project. DISCUSSION: The Land Use/Transportation Joint Venture Program is an initiative of the North Central Texas Council of Governments (NCTCOG) and the Regional Transportation Council (RTC) to improve regional air quality and promote sustainable development. The program provides funding for transportation projects that support private mixed use development within a pedestrian -and/or transit -oriented environment. The Joint Venture Program is a precursor to the 2005 and 2009 Sustainable Development Program that calls for projects. On October 11, 2001, the RTC selected the Ridglea Urban Village Project for funding in the amount of $380 349.00 in federal Congestion Mitigation and Air Quality (CMAQ) funds through the Land Use/Transportation Joint Venture Program. On June 17, 2003, (M&C G-13994) the City Council authorized the City Manager to execute a Local Project Advance Funding Agreement (LPAFA) with Texas Department of Transportation (TxDOT), but at that time funding was not yet accepted or appropriated via Council action The City entered into a new LPAFA with TxDOT to correct an error in the previously accepted LPAFA. On December 8, 2009, (M&C G-16766) the City Council authorized the City Manager to execute the corrected LAPFA with TxDOT and authorized the City Manager to accept the $380,349.00 in federal CMAQ funds from TxDOT for a Pedestrian Improvement Project in the Ridglea Urban Village The delay between 2001 and 2009 was due to several factors. The original development and local match was withdrawn by the developer in 2003. Camp Bowie District, Inc., agreed to provide the local match in 2003 after the original developer could no longer provide the match. In 2005, the Ridglea Urban Village was awarded federal funds for an Urban Village Master Plan. Camp Bowie District, Inc., requested that the Streetscape Project be delayed until completion of the Master Plan, so as to better reflect local aspirations captured in the Master Plan. In December 2007, the Ridglea Master Plan was adopted. However, at that time Transportation and Public Works (TPW) started a signalization project along Camp Bowie Boulevard that overlapped the Ridglea Urban Village Streetscape Project. Because of the overlap, it was again determined that the Streetscape Project should be delayed to ensure coordination with the signalization project. Since December 2009, Planning and Development has worked with Camp Bowie District, Inc., to scope the project, while working with appropriate TPW staff to coordinate improvements in the Ridglea Urban Village. Design and necessary TxDOT review for this project is estimated to take approximately one year. Construction will follow in 2013. Camp Bowie District, Inc., has pledged to provide a cash contribution of $95,087.00 as the 20 percent local match for this project of which the Camp Bowie District, Inc., has already paid $11 410 00 to TxDOT. http://apps.cfwnet.org/ecouncil/printmc.asp?id=15990&print=true&DocType=Print 11/02/2011 M&C - Council Agenda Page 2 of 2 Camp Bowie District, Inc.'s remaining financial responsibility is $83,677.00 to fulfill the required match. The Purchasing Division issued a Request for Qualification (RFQ) on May 25, 2011 soliciting qualified firms to provide the necessary design and engineering services in accordance with the scope of work specifications terms, and conditions as directed by the City. The evaluation factors included project understanding, project manager and project team capability, proposed schedule and current capacity, and Disadvantaged Business Enterprise (D/BE). An evaluation panel was made up of representatives from Transportation and Public Works, Planning and Development, Fort Worth Transportation Authority (The T), and Housing and Economic Development. Proposals were received from six vendors The recommended vendor, Kimley-Horn was determined to be the most qualified to perform the services required. The scope of work for this project consists of design and preparation of construction plans and contract documents for construction of sidewalks, enhanced pedestrian crosswalks, and ADA compliant wheelchair ramps. Improvements may also include pedestrian crossing signalization and signage; landscape areas and drainage and installation of transit shelters as necessary. The project is federally funded and located primarily on an on -system roadway. Therefore, the project must meet TxDOT requirements. The project locations are identified in the attached Ridglea M&C.odf. Kimley-Horn and Associates, Inc., proposed to provide the necessary design and engineering services for a lump sum fee of $61,138.00. City Staff considers this fee to be fair and reasonable for the scope of services proposed.
