IN GENERAL CITY SECRETARY 7 l CONTRACT ('1o. _- L Project Safe Neighborhoods is a program under the administration of the Office of Justice Programs (OJP), Bureau of Justice (BJA) and the United States Department of Justice (DOJ) under the Violent Crime and Control and Gun Crime Reduction program under the authority of OMB No. 1121-0329. II. PURPOSE The purpose of PSN is to reduce gun and gang violence by the most violent offenders in the most violent neighborhoods by employing a research -driven, intelligence -led, and problem -solving approach to reduce firearms and gang violence through enforcement, deterrence, and prevention. Also, PSN agencies will develop innovative, comprehensive, data -driven approaches to reduce chronic gun and/or gang violence in their jurisdiction. The purpose is for agencies to work toward a result; a PSN result is defined as a plausible, scientifically -based finding that a solution had either an effect or no effect on the problem. III. PARTIES i This MOA is made between the City of Fort Worth ("City"), a municipal corporation, acting herein by and through Charles W. Daniels, its duly authorized Assistant City Manager; and the Safe City Commission, Inc., ("SCC"), acting herein through Ken Shetter, and its duly authorized representative (collectively called "Parties"). GENERAL UNDERSTANDINGS, AGREEMENTS AND REQUIREMENTS A. All members of the Criminal Incident Response Team (CIRT) will meet on a set date and time to be established at the convenience of its members, at least bi-monthly. B Employees, volunteers and/or agents of non -governmental organizations may be required to submit to a criminal background check in accordance with the policy of the Office of Justice Programs United States Department of Justice. 1 MOA Between City and SCC for PSN Grant 3 C. The parties will be responsible for the creation and execution of their operations in the target areas. D. All parties will work to ensure that programs initially developed by the Criminal Incident Response Team will be operationally transferred and integrated into existing public or private organizations as soon as possible - throughout the life of the project — in order to achieve sustainability and enable the CIRT to maintain its design planning and development functions. E. Due to investigative sensitivities, specific and detailed information relative to law enforcement operations, including individual suspects and targets, will generally not be shared outside of the law enforcement partnership. F. Neither Party to this MOA shall release information derived from the other Party to a non -participating third party without prior approval of the contributing MOA Party. G. All participating agencies will be required to submit progress reports to the Fiscal agency. The Safe City Commission and U.S. Attorney for the Northern District of Texas on a monthly basis This information is needed to comply with the initiative's overall reporting requirements as well as to capture information for evaluation purposes. H. The Parties will create a separate funding agreement that outlines the specific funding received by the City upon the receipt of the grant by the SCC. The City, through its Police Department, agrees to execute the objectives outlined in the PSN Grant Application. SPECIFIC UNDERSTANDINGS, AGREEMENTS AND REQUIREMENTS The City, through its Police Department, agrees to provide leadership for the PSN Criminal Incident Response Team and participate in planning for strategic operations in the target area. Additionally, FWPD will include additional officers, technical intelligence equipment and information to reduce gang gun and violent crimes in the target areas as allowed with PSN Grant funding. FWPD also agrees to provide timely reports and data to the fiscal agent, as well as, recruit additional partners from federal and state agencies to participate in operations as needed. VI. MODIFICATIONS This MOA may be modified at any time by written consent of all parties involved. 1 1 MOA Between City and SCC for PSN Grant 4 VII. EFFECTIVE DATE This MOA is effective on October 01, 2013 and is in effect until the project end date of October 01, 2015, or until otherwise renewed or modified. VIII.
