HomeMy WebLinkAboutContract 43789-A1 (2)1killf!: AMENDMENT N0.1 TO CITY SECRETARY CONTRACT NO. 43789 WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc., (ENGINEER) made and entered into City Secretary Contract No. 43789, (the CONTRACT) which was authorized by M&C C-25819 on the 11 day of September, 2012 in the amount of $749,823.00, and WHEREAS, the following project: Neighborhood Bicycles; and CONTRACT involves engineering Transportation Connections for services for the Pedestrians and WHEREAS, it has become necessary to execute Amendment No. 1 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated January 11, 2013, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $29,900.00. (See Attached Funding Breakdown Sheet, Page -3-) 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $779,723.00. 3. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. EXECUTED and EFFECTIVE as of the date last written by a signatory, below. Worth Texas. A plan showing the approximate trail alignment is attached. Per our understanding of your requirements, the specific items are identified as follows: 1. Survey Services ($9,600): a. Survey Services: On -ground survey services will be relocated from the Randol Mill Rd frontage and East of the Chesapeake station to the Goodman Property West of the Chesapeake station. Survey services shall include locating all above ground improvements. Above ground visible utilities and trees 6" caliper or greater. b. A legal description of the trail easement and survey exhibit stamped and signed by a licensed surveyor depicting the metes and bounds of the proposed easement will be provided to the City for inclusion in the Recreation Trail Easement Agreement. 2. Geotechnical Services ($6,600): a. Geotechnical Investigation: Geotechnical services will be relocated from the creek crossing off of Randol Mill Rd to the heavily wooded area east of the West Fork Trinity behind the existing Chesapeake Station. The report shall include recommendations for the proposed improvements and include testing for the proposed bridge (2 total borings) on each creek embankment. Tree clearing (10 feet) will be provided to allow proper access for drilling equipment. Services ($5,200) a. Hydraulic Impact: Due to increased impacts in the adjacent wooded area, Halff will quantify the hydraulic impacts of the updated trail alignment and provide recommendations to the design team to lessen or mitigate impacts. Impact studies will include the proposed bridge at the creek crossing, the culvert crossing at the drainage outfall from the Chesapeak station and the proposed trail along the West Fork Trinity River 4. Design Services ($6,000) a. Tree Survey/Mitigation Plan: Halff Associates will prepare a tree survey/protection plan that shows the location, caliper and name of all existing trees within the area of the proposed development. Culvert Plan and Profile: A culvert plan and profile will be provided for the proposed culvert crossing at the drainage outfall from the Chesapeake station. The culvert plan and profile will include the determination of the culvert size and location based on the calculation of on and off - site runoff. Coordinate geometry and layout dimensions will be shown to allow for proper construction. 5. Site Visits ($2,500) a. Site Visits: Halff Associates will conduct two (02) site visits, to stake the proposed alignment and confirm the acquired survey data including tree locations, types and sizes. DISCUSSION: The purpose of this Mayor and Council Communication is to authorize the City Manager to execute an engineering Agreement with Halff Associates, Inc., in the amount of $749,823.00 to prepare environmental reports and design and prepare construction documents for the Neighborhood Transportation Connections for Pedestrians and Bicycles Project. This project includes five connections that provide Fort Worth neighborhoods access to the Trinity River Trails. Specific improvements will include paved trails, pedestrian bridges and on -street bike lane striping. The five connections associated with this project were identified in the Trinity River Vision Neighborhood Recreation Enhancement Plan which was adopted by City Council on August 4, 2009 (M&C G-16638) and are listed below: 1. Westcreek Boulevard Trail Linkage (COUNCIL DISTRICT 3) 2. River Park Trailhead Improvements (COUNCIL DISTRICT 3) 3. Quanah Parker Park - Handley THE Station Connection (COUNCIL DISTRICT 4) 4. Oakland Bike Lanes and Sidewalks (COUNCIL DISTRICT 8) 5. Mistletoe Heights Neighborhood - Forest Park Connection (COUNCIL DISTRICT 9) On May 3, 2011, (M&C G-17267) the City Council authorized the City Manager to execute a Local Project Advance Funding Agreement with the Texas Department of Transportation (TxDOT) for a Transportation Enhancement Program - Neighborhood Transportation Connections for Pedestrians and Bicycles Grant in the amount of $5,520,125.00. The 80 percent federal participation totals $4,416,100.00 while the 20 percent local participation share totals $1,104,025.00 together totaling $5,520,125.00. The local share will be funded through a donation from Streams &Valleys, Inc., the 2004 Capital Improvements Program (CIP) and gas well revenue appropriated for River Park on January 4, 2011 (M&C G-17175). DBE - Halff Associates, Inc., is in compliance with the City's DBE Program by committing 13 percent DBE participation on this project. The City's goal on this project is 13 percent.
