WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc.,
(ENGINEER) made and entered into City Secretary Contract No. 43789, (the
CONTRACT) which was authorized by M&C C-25819 on the 11 day of September,
2012 in the amount of $749,823,00; and
WHEREAS, the
following project:
Neighborhood
Bicycles; and
CONTRACT involves engineering
Transportation Connections for
services for the
Pedestrians and
WHEREAS, the CONTRACT was subsequently revised by: Amendment Number
1 in the amount of $29,900.00 which was administratively authorized on
January 25, 2013; and
WHEREAS, it has become necessary to execute Amendment No. 2 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated January 11, 2013, a
copy of which is attached hereto and incorporated herein. The cost to
City for the additional design services to be performed by Engineer
totals $7,200.00. (See Attached Funding Breakdown Sheet, Page -3-)
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $786,923.00.

Fort Worth Transportation Connections
for Pedestrians and Bicycles
As per your request, Halff Associates is pleased to submit this fee proposal for $7,200 to provide Survey Design
Services for the trail adjustments necessary at Quanah Parker Park within the Goodman Property in the City of
Fort Worth Texas. A plan showing the limitation of the Survey Services is attached. Per our understanding of the
requirements, the specific tasks are identified as follows:
1. Survey Services ($3,200):
a. Survey Services: On -ground horizontal control will be provided to locate the top of embankment,
above ground utilities and existing trees 6" caliper or greater between the creek tributary and the
Tarrant Regional Water District property along the Trinity River,
2. Design Services ($2,800):
a. Trail Design: Halff Associates will prepare an updated trail alignment and exhibit that reflects the
limits of the Trinity River embankment, existing conditions, client expectations and AASHTO
standards. Halff will quantify the trail length, trail alignment, tree impacts, easement acreage and
'affected' property of the updated trail alignment. An updated schematic layout will be provided for
the clients use in communication to the property owner.
3. Site Visit ($1,200):
a. Site Visit: Halff Associates will conduct one (01) site visit to investigate the existing conditions and
to walk the site with the client to understand the project limits and property owner expectations.

Authorize Execution of an Engineering Agreement with Halff Associates, Inc., in the Amount of
$749,823.00 for the Design and Engineering of the Neighborhood Transportation Connections for
Pedestrians and Bicycles Project (COUNCIL DISTRICTS 3, 41 8 and 9)
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute an engineering Agreement
with Halff Associates, Inc., in the amount of $749,823.00 for the design and engineering of Neighborhood
Transportation Connections for Pedestrians and Bicycles project.
DISCUSSION:
The purpose of this Mayor and Council Communication is to authorize the City Manager to execute an
engineering Agreement with Halff Associates, Inc., in the amount of $7491823.00 to prepare environmental
reports and design and prepare construction documents for the Neighborhood Transportation Connections
for Pedestrians and Bicycles Project. This project includes five connections that provide Fort Worth
neighborhoods access to the Trinity River Trails. Specific improvements will include paved trails,
pedestrian bridges and on -street bike lane striping. The five connections associated with this project were
identified in the Trinity River Vision Neighborhood Recreation Enhancement Plan which was adopted by
City Council on August 4, 2009 (M&C &16638) and are listed below:
1. Westcreek Boulevard Trail Linkage (COUNCIL DISTRICT 3)
2. River Park Trailhead Improvements (COUNCIL DISTRICT 3)
3. Quanah Parker Park -Handley THE Station Connection (COUNCIL DISTRICT 4)
4. Oakland Bike Lanes and Sidewalks (COUNCIL DISTRICT 8)
5. Mistletoe Heights Neighborhood - Forest Park Connection (COUNCIL DISTRICT 9)
On May 3, 2011, (M&C G-172671 the City Council authorized the City Manager to execute a Local Project
Advance Funding Agreement with the Texas Department of Transportation (TxDOT) for a Transportation
Enhancement Program - Neighborhood Transportation Connections for Pedestrians and Bicycles Grant in
the amount of $5,520,125.00. The 80 percent federal participation totals $4,416,100.00 while the 20
percent local participation share totals $1,104,025.00 together totaling $5,520,125.00.
The local share will be funded through a donation from Streams &Valleys, Inc., the 2004 Capital
Improvements Program (CIP) and gas well revenue appropriated for River Park on January 4, 2011 (M&C
G-171 to).
DBE - Halff Associates, Inc., is in compliance with the City's DBE Program by committing 13 percent DBE
participation on this project. The City's goal on this project is 13 percent.
