WHEREAS, the City of Fort Worth (CITY) and Bridgefarmer &
Associates, Inc., (ENGINEER) made and entered into City Secretary
Contract No. 44165, (the CONTRACT) which was administratively authorized
by the City on the 1st day of February, 2013 in the amount of $39,300.00;
and
WHEREAS, the CONTRACT was subsequently revised by Amendment Number 1
in the amount of $393,767.65 authorized by the City Council by M&C C-
26422 on September 10, 2013; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Parker -Henderson Road from Mansfield Highway to David Strickland Road
WHEREAS, it has become necessary to execute Amendment No. 2 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated May 20, 2014, a copy
of which is attached hereto and incorporated herein. The cost to City
for the additional design services to be performed by Engineer totals
$131,637.20.
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $564,704.85.
3.
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

Scope for Engineering Design Related Services for Street Improvements
The scope set forth herein defines the work to be performed by the ENGINEER in
completing the project. Both the CITY and ENGINEER have attempted to clearly define the
work to be performed and address the needs of the Project.
OBJECTIVE
The objective of this contract is to progress and complete design and construction plans for
Parker -Henderson Road. The limits of the project are from BUS 287, Mansfield Highway to
Martin Street. This contract amendment includes work for geotechnical services, subsurface
utility engineering, and permitting services.
Task 1. Design Management
Task 3. Preliminary Design
Task 4. Final Design
Task 7. ROW/Easement Services
Task 8. Subsurface Utility Engineering Services
Task 9. Permitting
TASK 1. DESIGN MANAGEMENT.
ENGINEER will manage the work outlined in this scope to ensure efficient and effective use
of ENGINEER'0 and CITY's time and resources. ENGINEER will manage change,
communicate effectively, coordinate internally and externally as needed, and proactively
address issues with the CITY's Project Manager and others as necessary to make progress
on the work.
1.2. Communications and Reporting Attend coordination meeting with City of Forest Hills.
TASK 3. PRELIMINARY DESIGN (60 PERCENT).
Preliminary plans and specifications shall be submitted to CITY per the approved Project
Schedule.
ENGINEER will develop the preliminary design of the infrastructure as follows.
3.1. Development of Preliminary Design Drawings and Specifications shall include the
following:
• SUE plan drawings. Level B SUE data will be developed for Parker -Henderson
Road, from BUS 287 to station 54+00.
3.2. Geotechnical Investigation/Pavement Design
A geotechnical investigation report was previously prepared by others for this
project. An additional four borings will be completed to depths of about 10 to 15
feet below grade at the requested locations. One of the four borings will also be

used for developing retaining all design recommendations and will be drilled to
15 feet below grade.
• Field personnel will complete the borings using truck -mounted equipment.
Cohesive and non -cohesive soil samples will be obtained using three-inch
diameter Shelby tube samplers (ASTM D1587) and two-inch diameter standard
split -spoon samplers (ASTM D1586), respectively. In addition, rock encountered
will be evaluated by use of the Texas Department of Transportation cone
penetration tests. Rock coring is not included in this scope of work. At the
completion of drilling operations, bore holes will be backfilled and plugged with
soil cuttings.
• An engineering geologist or soils technician will extrude the samples in the field,
check the samples for consistency with a hand penetrometer, carefully wrap
them to preserve their condition, and return them to the laboratory for testing. A
log of each boring will be prepared to document field activities and results.
• Laboratory testing of the recovered materials will be required to perform
engineering analysis and prepare recommendations for the proposed
improvements. The laboratory testing could include the following:
➢ Moisture Content (ASTM D2216)............................................................ 21
➢ Atterberg Limits (ASTM D4318)............................................................. 8
➢ Percent Passing the No. 200 Sieve (ASTM D1140) ............................... 8
➢ Unconfined Compressive Strength of Soil (ASTM D2166) ..................... 4
➢ Free Swell Tests (ASTM D4546)............................................................ 0
Testing will be in accordance with ASTM or TxDOT procedures. The specific types
and quantities of tests will be determined based on subsurface conditions
encountered in the borings.
• The engineering report will be prepared by a registered engineer and will present
the results of the field and laboratory data together with the analyses of the
results and recommendations. The report will address:
➢ soil and groundwater conditions encountered at the boring locations;
➢ pavement design recommendations, including subgrade preparation and
pavement thickness;
➢ retaining wall design and construction recommendations;
➢ earthwork recommendations, including material and compaction
requirements;
➢ construction considerations related to soil and groundwater conditions at the
borings.
• The ENGINEER shall prepare a detailed geotechnical engineering study and
pavement design in conformance with the City of Fort Worth Pavement Design
Standards Manual, 2005.

ASSUMPTIONS
• One electronic and two bound copies of the geotechnical report will be provided.
DELIVERABLES
A. Geotechnical Report
TASK 4. FINAL DESIGN (90 PERCENT) AND FINAL CONSTRUCTION DOCUMENTS
(100 PERCENT).
• Upon approval of the Preliminary plans, ENGINEER will prepare construction plans as
follows: Conduct site visit with City staff to evaluate which trees can be saved or
replaced, and discuss tree preservation requirements.
• Prepare tree survey. Show size, canopy, and type of trees on plans. Estimate tree
canopy based on aerial photography. Trees within Prairie Dog Park and within 50 feet of
construction should be shown on plans.
• Revise Parker Henderson proposed typical section from 5'-12'-12'-5' to 6'-11'-11'-6'.
Update typical sections, roadway plans, pavement marking sheets to reflect this change.
TASK 7. ROW/EASEMENT SERVICES.
ENGINEER will support and perform activities related to ROW and land as outlined below,
per scoping direction and guidance from the CITY's Project Manager
7.2. Right-of-Way/Easement Preparation and Submittal.
• The ENGINEER shall prepare documents to be used to obtain right-of-way and
permanent and/or temporary easements required to construct the improvements.
• The documentation shall be provided in conformance with the checklists and
templates available on the CITY's Buzzsaw site.
ASSUMPTIONS
• 18 additional permanent right-of-way easements may be needed for the
proposed work.
DELIVERABLES
A. Easement exhibits and meets and bounds provided on CITY forms.
TASK 8. SUBSURFACE UTILITY ENGINEERING SERVICES.
8.3. Subsurface Utility Engineering
Provide Subsurface Utility Engineering (SUE) to Quality Level B and A as described
below. The SUE shall be performed in accordance with Cl/ASCE 38-02.

Level B
• Select and apply appropriate surface geophysical methods) to search for and
detect subsurface utilities within the project limits, and/or to trace a particular
utility line or system.
• Based on an interpretation of data, mark the indications of utilities on the ground
surface for subsequent survey. Utilize paint or other method acceptable for
marking of lines.
• Unless otherwise directed, mark centerline of single -conduit lines, and outside
edges of multi -conduit systems.
• Resolve differences between designated utilities and utility records and surveyed
appurtenances.
• Recommend additional measures to resolve differences if they still exist.
Recommendations may include additional or different surface geophysical
methods, exploratory excavation, or upgrade to Quality Level A data.
• As an alternative to the physical marking of lines, the ENGINEER may, with
CITY's approval, utilize other means of data collection, storage, retrieval, and
reduction, that enables the correlation of surface geophysical data to the project's
survey control.
Level A
• Expose and locate utilities at specific locations.
• Tie horizontal and vertical location of utility to survey control.
• Provide utility size and configuration.
• Provide paving thickness and type, where applicable.
• Provide general soil type and site conditions and such other pertinent information
as is reasonably ascertainable from each test hole site.
TASK 9. PERMITTING.
ENGINEER will provide permitting support for the CITY to obtain any and all agreements
and/or permits normally required for a project of this size and type, as follows.
9.2. Environmental Services: US Army Corp of Engineers Section 404 Nationwide Permit
• Wetlands Delineation: site reconnaissance for wetland indicators, demarcation
of wetland areas, preparation of map representing wetland areas, report
preparation.
• Negotiating and coordinating to obtain approval of the agency issuing the
agreement and/or permits.
• Prepare wetland mitigation plan, if needed.
• Prepare build and no -build alternatives analysis.
• Completing all forms/applications necessary.
• Submitting forms/applications for CITY review
• Submitting revised forms for agency review
• Responding to agency comments and requests

9.3. Moodplain Services: LOMR
• Threatened and Endangered Species Assessment: review of agency listing for
estimated habitat boundaries, consultation with appropriate agencies, site
reconnaissance and biological impact assessment, prepare letter of findings and
recommendations.
• Archeological Records Review Cultural Resource Survey: review related
historical information and records. Based on the review of records and property
characteristics, determine if the subject tract possesses sufficient criteria to
necessitate a detailed study.
ASSUMPTIONS
• 4 meetings are assumed with USACE for the 404 permit.

Additional Services not included in the existing Scope of Services —CITY and
ENGINEER agree that the following services are beyond the Scope of Services
described in the tasks above. However, ENGINEER can provide these services, if
needed, upon the CITY's written request. Any additional amounts paid to the
ENGINEER as a result of any material change to the Scope of the Project shall be
agreed upon in writing by both parties before the services are performed. These
additional services include the following:
• Negotiation of easements or property acquisition.
• Services related to development of the CITY's project financing and/or budget.
• Services related to disputes over pre -qualification, bid protests, bid rejection
and re -bidding of the contract for construction.
• Construction management and inspection services
• Performance of materials testing or specialty testing services.
• Services necessary due to the default of the Contractor.
• Services related to damages caused by fire, flood, earthquake or other acts of
God.
• Services related to warranty claims, enforcement and inspection after final
completion.
• Services to support, prepare, document, bring, defend, or assist in litigation
undertaken or defended by the CITY.
• Performance of miscellaneous and supplemental services related to the project
as requested by the CITY.

RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 2 to City
Secretary Contract No. 44165, an Engineering Services Agreement with Bridgefarmer & Associates,
Inc., in the amount of $131,637.20 for the design of Parker -Henderson Road from Mansfield Highway
to Martin Street, thereby establishing a total contract cost of $564,704,85,
DISCUSSION:
This project provides for the reconstruction of Parker -Henderson Road from Mansfield Highway to
David Strickland Road and the construction of sidewalks from David Strickland Road to Martin
Street. Water line and storm drainage improvements are also included.
The proposed Amendment is for field and technical work associated with needed rights -of --way and
easements beyond what was originally anticipated. Also included are funds for U.S. Army Corps of
Engineers wetland permitting, the need for which was not known when the original Agreement was
approved. Funds for this Amendment will be provided from the 2008 Street Improvements Fund and
the Stormwater Capital Projects Fund,
City Council authorized the City Manager to execute Engineering Services Contract No. 44165 with
Bridgefarmer &Associates, Inc., for the conceptual design of Parker -Henderson Road from Mansfield
Highway to Martin Street. The following Table summarizes previous contract action and
Amendments.
