THIS FiRST �1MENDMENT to City Secretary Contract No. 44905 is entered into by and
between the City of Fort Worth, a home-rule municipal corporation situated i�l Tarrant
County, Texas ("Fort Woi-tli"), actin� through Fernando Costa. its duly authorized
Assistant City Manager, and The City of Haslet, located in Tarrant and Denton Cotulty,
Te�as ('`Participant"), acting tlu�ough Bob Golden, its duly authorized Mayor.
WI-IFILEAS, Fo��t Worth and The City of the Pariicipatit 11ave entered into ihai ceriai�l
agreen�ent identified as City Secreta�y Contract No. 44905 (also tlle "Agreement") for
fiscal year 2014 (October 1, 2013 tlirotigh September 30, 20 ] 4) �vhereby Fort Worth will
purchase the services of a�vaste disposal/recycling firm or firnis and �vill administer a
household hazardous waste collection program as authorized by Mayor and Council
Comnlunication C-26421; and
WHEREAS, that Agreement was for an initial term of one year and that Agreemeni
provides for the extension of the term for up to tlu•ee additional periods of one year e�cU;
and
WI��REAS, tlle pai-ties wisl� to extend the term of the initial Agreement for a�l additional
year conunencing on October 1, 2014 through Septenlber 30, 2015; and
WI-IERI�AS, the pai•lies agree that all other coiiditions, terms, and pricing shall re�Y�ain tl�e
same as stlted in City Secretary Contract I�ro. 44905;

Authorize Execution of Interlocal Agreements with Various Municipalities and Other Governmental Entities
for Participation in the Environmental Collection Center Household Hazardous Waste Program (ALL
COUNCIL DISTRICTS)
RECOMMENDATION:
it is recommended that the City Council authorize the execution of Interlocal Agreements with various
local municipalities and other governmental entities for their participation in the Environmental Collection
Center Household Hazardous Waste Program.
DISCUSSION:
The City's Environmental Collection Center is now in its 16th year of operation collecting household
hazardous waste from the residents of Fort Worth and surrounding communities on a year round basis. In
order for non-Fort Worth residents to participate at the center, each entity is required to enter into an
Interlocal Agreement with the City of Fort Worth.
The term for these Agreements will be for Fiscal Year 2014 (October 1, 2013 through September 30,
2014) with three one-year options to renew (through Fiscal Year 2017). Renewal may be effected by
written notification by the City Manager or his designated representative to the participating entity within
30 days of the expiration of the prior term and does not require specific City Council approval. The rate
per household for the period covered by these Agreements is $47.00 per household. It is anticipated that
approximately $760,000.00 will be collected annually under these Agreements. During Fiscal Year 2013,
46 entities signed participation Agreements with the City of Fort Worth. For the upcoming year, it is
expected that all of these entities will participate.
This Agreement outlines the responsibilities of each party, establishes the rate for participation, details
procedures for loan of mobile collection unit, and delineates the usage of service marked public education
materials. The City of Fort Worth is responsible for overall operation of the center including contracting
with a hazardous waste disposal company for transportation and disposal of materials collected.
