THIS FIRST AMENDMENT to City Secretaly Contract No. 44823 is entered into by and
between the City of Fort Worth, a home-rule municipal coiporation situated in Tai-��ant
County, Texas ("Fort Woi-th"), acting thi•ough Fernando Costa, its duly authorized
Assistant City Manager, and Hood County, Texas ("Participant"), acting through Dai�rell
Cockerham, its duly authorized County Judge as directed by the County Commissioners
Court.
WHEREAS, Fort Worth and the Participant have entered into that certain agi•eement
identified as City Seci•etary Contract No. 44823 (also the "Agreement") for fiscal year
2014 (October l, 2013 through September 30, 2014) whereby Fort Worth will purchase
the services of a waste disposal/recycling firm or firrns and will administer a household
hazardous waste collection program as authorized by Mayor and Cot�ncil Communication
C-26421; and
WHEREAS, that Agreement was for an initial term of one year and that Agreement
pi•ovides for the extension of the term for up to three additional periods of one year each;
and
WIIEREAS, the parties wish to extend the teim of the initial Agreement for an additional
year commencing on October 1, 2014 through September 30, 2015; and
WHEREAS, the parties agree that all other conditions, terms, and pricing shall remain the
same as stated in City Secretary Conti•act No. 44823;
NOW, THEREFORE, for and in consideration of the mutual covenants contained herein,
and other good and valuable consideration, the receipt and sufficiency of which are
hereby acknowledged and confessed, the parties hereto agree as follows:
1. Extended teim of a�reement:
City Secretary Conti•act number 44823 is extended to include the tezm beginning on
October 1, 2014 and ending on Septembei• 30, 2015.
2. Antici�ated Holidav Closures:
During the extended term of the agreement, the Environmental Collection Center (ECC)
will be closed on the following holidays that are observed on days the ECC would
otherwise be open to the public:

Miscellaneous:
All definitions, tei7ns, conditions, and prices, as well as the rights and obligations of the
parties as set forth in City Secretary Contract nuinber 44823 shall remain unchanged
except as expressly set forth herein.

SUBJECT: Authorize Execution of Interlocal Agreements with Various Municipalities and Other
Governmental Entities for Participation in the Environmental Collection Center Household
Hazardous Waste Program (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council authorize the execution of Interlocal Agreements with various
local municipalities and other governmental entities for their participation in the Environmental
Collection Center Household Hazardous Waste Program.
DISCUSSION:
The City's Environmental Collection Center is now in its 16th year of operation collecting household
hazardous waste from the residents of Fort Worth and surrounding communities on a year round
basis. In order for non-Fort Worth residents to participate at the center, each entity is required to
enter into an Interlocal Agreement with the City of Fort Worth.
The term for these Agreements will be for Fiscal Year 2014 (October 1, 2013 through September 30,
2014) with three one-year options to renew (through Fiscal Year 2017). Renewal may be effected by
written notification by the City Manager or his designated representative to the participating entity
within 30 days of the expiration of the prior term and does not require specific City Council
approval. The rate per household for the period covered by these Agreements is $47.00 per
household. it is anticipated that approximately $760,000.00 will be collected annualfy under these
Agreements. During Fiscal Year 2013, 46 entities signed participation Agreements with the City of
Fort Worth. For the upcoming year, it is expected that all of these entities will participate.
This Agreement outlines the responsibilities of each party, establishes the rate for participation,
details procedures for loan of mobile coliection unit, and delineates the usage of service marked
public education materials. The City of Fort Worth is responsible for overali operation of the center
including contracting with a hazardous waste disposal company for transportation and disposal of
materials collected.
