CITY COUNCIL WORKSESSION MEETING

With a quorum of the City Council Members present, Mayor Price called the City
Council Work Session of the Fort Worth City Council to order at 8:31 a.m. on Tuesday,
December 15, 2020, in the City Council Conference Room 2020 (formerly Room 290) of
the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager- David Cooke, City Manager
a. Changes to the City Council Agenda
• M&C 20-0962 will be withdrawn from the Consent Agenda there is a
speaker on the item.
• M&C 20-0907 the public hearing will be opened, receive any public
comment, and then continued to January 12, 2021
• ZC-20-137 will be continued to February 2, 2021 at which time it will
have a companion annexation.

b. Upcoming and Recent Events
This morning's Council meeting for 2020 and the next Council meeting
will be on January 12, 2021. He wished everyone a Happy Holiday and
New Year and added that City Hall will be closed on December 25, 2020,
and January 1,2021.
c. Organizational Updates and Employee Recognition(s)
• Mayor Price recognized Kelli Pickard for Camp Connection receiving
the Texas Recreation and Park Society (TRAPS) North Region
Committee's Choice Award.
• Kevin Gunn introduced to new Assistant Directors in IT Solutions,
Mark DeBoer and Donlen Ruffin.
• Sarah Fullenwider announced the retirement of Deputy City Attorney
Gerald Pruitt at the end of December 2020 after 20 years with the City.
• Mark McAvoy announced Kate Beck's departure from the City.
• Valerie Washington announced the retirement of Fire Assistant Chief
Landon Stallings after 35 years with the City.

2. Current Agenda Items - City Council Members
Council Member Bivens addressed the importance of transparency pertaining M&Cs
20-0940, 20-0973 and 20-0914 to preclude accusations of misappropriation of CARES
Act funding.
Council Member Moon expressed appreciation to staff for their expeditious processing
of an M&C pertaining to purchase of equipment that was tied to a significant discount
saving taxpayer dollars.
3. Responses to Items Continued from a Previous Meeting
M&C 20-0907 (CD 6) Conduct a Public Hearing to Consider the Amended and
Restated Service and Assessment Plan for Fort Worth Public Improvement District

Mayor Price moved this presentation up on the agenda.
5. Overview of Significant Zoning Cases -Arty Wheaton-Rodriguez,
Development Services
Mr. Wheaton-Rodriguez advised that his overview was not needed but he would address
any concerns by the Council. There were no concerns from Council.

Mayor Price advise that this presentation would be added to the Recognition of the
National Finals Rodeo Event Leadership Team at the Council meeting at 10:00 a.m.

Council Member Jordan- Staff presentation on New Water Meter Rates.
Council Member Flores - Update of COVID-19 testing numbers related to National Finals

Council Member Zadeh - Update on Dark Skies/Lights Out Initiative; Translation Services
During Public Meetings; Briefing on services provided by Community Action Partners.
Meeting was recessed at 10:08 a.m. and reconvened at 1:28 p.m.
There being no further business, Mayor Price adjourned the meeting at 1:37 p.m.
