AMENDMENT No.2
TO CITY SECRETARY CONTRACT
WHEREAS, the City of Fort Worth (CITY) and Neel-Schaffer, Inc. ,
(ENGINEER) made and entered into City Secretary Contract No.53670, (the
CONTRACT) which was authorized by M&C 20-0094 on the 18th day of February,
2020 in the amount of $300,577 . 00; and
WHEREAS, the CONTRACT was subsequently revised by Amendment No. 1 in
the amount of $27,690. 00 which was administratively authorized on
October 10, 2020; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Water & Sanitary Sewer Replacement, Contract 2019 WSM-D; and
WHEREAS, it has become necessary to execute Amendment No. 2 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through
their duly authorized representatives, enter into the following
agreement, which amends the CONTRACT:
1 .
Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal attached hereto and
incorporated herein. The cost to City for the additional design services
to be performed by Engineer totals $8,795. 00 (Sewer) .
2 .
Article II of the CONTRACT is amended to provide for an increase
in the fee to be paid to Engineer for all work and services performed
under the Contract, as amended, so that the total fee paid by the City
for all work and services shall be an amount of $337,062 . 00 .
3 .
All other provisions of the Contract, which are not expressly amended
herein, shall remain in full force and effect.

Reference: West Long Avenue Water and Sanitary Sewer Replacement Contract 2019,
WSM-D, City Project Number 102300; Amendment 2 for Additional Services to
Incorporate Second Consultant Sanitary Sewer Drawings and Specifications
Manual into Existing Documents
Dear Liam:
Neel-Schaffer, Inc. offers additional Professional Engineering Services for this project. These
additional services were requested by the City of Fort Worth, since there is a nearby sanitary
sewer project which is desired to be included in our bid set.
The sanitary sewer documents to be included into the Existing Contract 2019 WSM-D Project
are being prepared by Visintainer Engineering,PLLC and include line segments:
• A portion of L-4717 sewer line in existing alley between 20'h Street and 21"Street and being
from approximate Station 4+60.00 to approximate Station 8+96.00
• A portion of L-2024 sewer line in existing alley between 22nd Street and 21" Street from
approximate Station 4+61.99 (AHD)to approximate Station 10+67.40
• A portion of L-2023 sewer line in existing alley between 22❑d Street and 23' Street from
approximate Station 0+00 to approximate Station 15+78.00
The above described four sanitary sewer plan and profile sheets along with an Overall Sanitary
Sewer Layout sheet, a single Sanitary Sewer Details sheet, an Overall Traffic Control Plan sheet,
two Traffic Control Detail sheets, an Overall Erosion Control Plan sheet and a single Erosion
Control Details sheet, all prepared, signed and sealed by Visintainer Engineering, PLLC will be
inserted into our drawing set at the back.
Modifications to the existing cover sheet, to include depicting the general location of the above
described lines and providing a space for seal and signature by Visintainer Engineering, PLLC
will be included in this amendment, as will the coordination in providing a space for seal and
signature by Visintainer Engineering,PLLC on the Specification Manual.

Neel-Schaffer will provide the following:
• Briefly flip through the drawings being added to evaluate inconsistencies between the old
and new drawings.
• Add specifications for the new drawings based on the City provided (from Visintainer
Engineering,PLLC)opinion of probable construction cost.
• Perform a site visit to the areas of new work to familiarize ourselves with the added sewers.
• Revise existing drawings and specifications for coordination with new documents as
determined by the City.
• Incorporate the documents for bidding purposes and coordinate bidding questions.
As discussed, there seem to be a few inconsistencies between the existing drawings and the new
drawings.
The City has agreed to have Visintainer Engineering,PLLC:
• Provide a quantities sheet for their portion of the total project.
• Acknowledge the existing General Notes sheet is adequate for covering the construction of
their portion of the work.
• Determine if Specification Section 33 31 12 (Cured in Place Pipe(CIPP))is needed.
• Determine if Specification Section 33 11 10 (Ductile Iron Pipe)is needed.
• Call out Specification Section 33 3120(Polyvinyl Chloride(PVC)if that is what is needed.
• Determine if Bid list Item Number 11 for 3305.0113 —Trench Water Stops — Section 33 05
15 is needed.
• Determine if Specification Section 33 05 15 is needed.
• Determine if Bid list Item Number 13—3291.0100—Topsoil—Section 32 91 19 is needed.
• Determine if Bid list Item Number 15 — 3211,0113 — 8" Flexible Base, Type A, GR-1 —
Section 32 1123 is needed.
• Determine if Bid list Item Number 17 —9999.0001 —As-Built Redline Survey— Section 01
71 23 — could be Pay Item 0171.0102 —Red Line As-Built Survey per City's most current
pay item list.
• Determine if Bid list Item Number 21 (the first 21) — 9999.0003 — Trench Cut Repair for
Gravel Alley,2"Gravel—Section 99 99 99 is needed.
• Determine if Bid list Item Number 22 (the second 22) - 9999.0002—Metal Fencing—Section
99 99 99 is needed.
The minor differences in nomenclature in bid item descriptions between the new and old
drawings will be not be addressed.

Neel-Schaffer, Inc. proposes to increase the contract amount by $8,795.00 for these additional
services. See attached Level of Effort for backup. All additional services will be performed in
accordance with the original contract dated March 18,2020.
