AN ORDINANCE ADJUSTING APPROPRIATIONS IN THE 2018 BOND
PROGRAM FUND BY DECREASING APPROPRIATIONS IN THE TRAFFIC
SIGNAL PROGRAMMABLE PROJECT (CITY PROJECT NO. PB0006) IN THE
AMOUNT OF $220,000.00 AND INCREASING APPROPRIATIONS IN THE 2014
BOND TRAFFIC SIGNAL YEAR 4 PROJECT (CITY PROJECT NO. 101369) BY
THE SAME AMOUNT;PROVIDING FOR A SEVERABILITY CLAUSE;MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2020-2021 in the
Budget of the City Manager,there shall also be adjusted appropriations in the 2018 Bond Program Fund by
decreasing appropriations in the Traffic Signal programmable project (City Project No. PB0006) in the
amount of$220,000.00 and increasing appropriations in the 2014 Bond Traffic Signal Year 4 project (City
Project No. 101369)by the same amount.
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 24446-09-2020 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(CD 2 and CD 7)Adopt Appropriation Ordinance for the 2014 Bond Traffic Signal Year 4 Project in the Amount of$220,000.00 for Construction,
Project Management, Inspection,and Material Testing and Amend the FY2021-2025 Capital Improvement Program(2018 Bond Program)
RECOMMENDATION:
It is recommended that the City Council:
1.Adopt the attached appropriation ordinance adjusting appropriations in the 2018 Bond Program Fund by decreasing appropriations in the
Traffic Signal programmable project(City Project No.P130006)in the amount of$220,000.00 and increasing appropriations in the 2014 Bond
Traffic Signal Year 4 project(City Project No. 101369),by the same amount;and
2. Amend the FY2021-2025 Capital Improvement Program.
DISCUSSION:
The 2014 Bond Traffic Signal Year 4 project includes three intersections around the City for traffic signal and pedestrian modifications.The
locations include Montgomery Street at Lovell Avenue,North Main Street at East Long Avenue,and Camp Bowie Boulevard at Van Cliburn Way.
The design for these traffic signal improvements was funded by 2014 Bond Program funds. In March 2018,professional services agreements
were executed with three engineering firms to design one location each.
Additional 2018 Bond funds were provided in 2019 for the construction of these traffic signals.The construction for Montgomery Street at Lovell
Avenue traffic signal improvements was completed in 2019.The construction of the other two locations will be performed using the recently
awarded electrical unit price contracts with EARTC and Bean Electrical(M&C 20-0428).The unit prices for construction based on these new
contracts increased the estimate for construction resulting in an additional amount of$220,000.00 needed to complete the project.
This project is included in the 2018 Bond Program.Available resources within the General Fund will be used to provide interim financing until
the debt is issued.Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election(Ordinance No.23209-05-2018)
and subsequent actions taken by the Mayor and Council.
The 2018 Bond Program funding was included in the 2021-2025 Capital Improvement Program for project P130006.In order to administratively
track the spending of all funding sources in one project,appropriation ordinances are needed to move appropriations from the programmable
project to the jointly funded static project.This action will amend the 2021-2025 Capital Improvement Program as approved in connection with
Ordinance 24446-09-2020.

This project is located in COUNCIL DISTRICT 2 and 7.
A Form 1295 is not required because:This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Traffic Signal programmable project within the 2018 Bond Program Fund
and upon approval of the above recommendation and adoption of the attached appropriation ordinance,funds will be available in the 2018 Bond
Program Fund for the 2014 Traffic Signals Year 4 project. Prior to an expenditure being incurred,the Transportation&Public Works Department
has the responsibility of verifying the availability of funds.
