DISCUSSION: The 2014 Bond Traffic Signal Year 4 project includes three intersections around the City for traffic signal and pedestrian modifications. The locations include Montgomery Street at Lovell Avenue,North Main Street at East Long Avenue, and Camp Bowie Boulevard at Van Cliburn Way. The design for these traffic signal improvements was funded by 2014 Bond Program funds. In March 2018,professional services agreements were executed with three engineering firms to design one location each. Additional 2018 Bond funds were provided in 2019 for the construction of these traffic signals. The construction for Montgomery Street at Lovell Avenue traffic signal improvements was completed in 2019.The construction of the other two locations will be performed using the recently awarded electrical unit price contracts with EARTC and Bean Electrical(M&C 20-0428).The unit prices for construction based on these new contracts increased the estimate for construction resulting in an additional amount of$220,000.00 needed to complete the project. This project is included in the 2018 Bond Program.Available resources within the General Fund will be used to provide interim financing until the debt is issued.Once debt associated with the project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election(Ordinance No.23209-05-2018) and subsequent actions taken by the Mayor and Council. The 2018 Bond Program funding was included in the 2021-2025 Capital Improvement Program for project P130006.In order to administratively track the spending of all funding sources in one project, appropriation ordinances are needed to move appropriations from the programmable project to the jointly funded static project. This action will amend the 2021-2025 Capital Improvement Program as approved in connection with Ordinance 24446-09-2020.
