AN ORDINANCE ADJUSTING RECEIPTS AND APPROPRIATIONS IN THE
GENERAL CAPITAL PROJECTS FUND BY DECREASING RECEIPTS AND
APPROPRIATIONS IN THE CONTRACT STREET MAINTENANCE
PROGRAMMABLE PROJECT (CITY PROJECT NO. P00020) IN THE AMOUNT
OF$188,312.00 AND INCREASING RECEIPTS AND APPROPRIATIONS IN THE
NORTH HILL LANE AND GREENFIELD ROAD DRAINAGE IMPROVEMENTS
PROJECT, PHASE 3 (CITY PROJECT NO. 102974) BY THE SAME AMOUNT;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2020-2021 in the
Budget of the City Manager, there shall also be adjusted receipts and appropriations in the General Capital
Projects Fund by decreasing receipts and appropriations in the Contract Street Maintenance programmable
project(City Project No.P00020)in the amount of$188,312.00 and increasing receipts and appropriations in
the North Hill Lane and Greenfield Road Drainage Improvements project,Phase 3 (City Project No. 102974)
by the same amount.
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 24446-09-2020 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of a contract with Reliable Paving,Inc.,in the amount of$925,172.88 for the North Hill Lane and Greenfield Road
Drainage Improvements Phase 3 project(City Project No. 102974);
2. Adopt the attached appropriation ordinance to adjust appropriations in the General Capital Projects Fund by decreasing receipts and
appropriations in the Contract Street Maintenance programmable project(City Project No.P00020)in the amount of$188,312.00 and
increasing receipts and appropriations in the North Hill Lane and Greenfield Road Drainage Improvements Phase 3 project by the same
amount;and
3. Update the FY2021-2025 Capital Improvement Program.
DISCUSSION:
This Mayor and Council Communication(M&C)is to authorize the execution of a construction contract for the North Hill Lane and Greenfield Road
Drainage Improvements,Phase 3 project.This project will construct a storm drain system in North Hill Lane and Greenfield Road to mitigate
flooding of residential properties and roadway overtopping in the Greenfield Acres neighborhood.Additionally,the affected roadways will be
completely reconstructed using a pulverization and overlay technique.
This project was advertised for bid in the Fort Worth Star-Telegram on June 25,2020,and July 2,2020.On July 23,2020,the following bids were
received:

Staff recommends awarding the contract to Reliable Paving, Inc.in the amount of$925,172.88.Costs for the construction contract will be shared
between the Stormwater Capital Projects Fund in the amount of$767,389.72 and the General Capital Projects Fund in the amount of
$157,783.16.
In addition to the contract amount,$86,500.00(Paving:$14,750.00,Storm Drain:$71,750.00)is required for material testing,inspection,and
project management;and$131,639.12(Paving:$15,778.84,Storm Drain:$115,860.28)is required for project contingencies.
Construction is anticipated to start in January 2021 and the contract calls for a 120 calendar day construction time.
This project will add approximately$2,000.00-$2,500.00 to the Stormwater Management average annual maintenance requirements when
completed.
The North Hill Lane and Greenfield Road Drainage Improvements Phase 3 project was included in the Stormwater Management FY2021-2025
Capital Improvement Program. Capital funding for the street improvements being made as a part of this contract was included in the Contract
Streets Maintenance programmable project in the FY2021-2025 Transportation&Public Works Capital Improvement Program. To
administratively track the spending of both the stormwater and street funding sources in one project,an appropriation ordinance is needed to
move appropriations and receipts from the Contract Streets Maintenance programmable project to the jointly funded static project.This action will
amend the FY2021-2025 Stormwater Management Capital Improvement Program as approved in connection with Ordinance 24446-09-2020.

goal on this project is 5%.
This project is located in COUNCIL DISTRICT 2, Mapsco 46L-46R.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Contract Street Maintenance programmable project within the General
Capital Projects Fund,and upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be
available in the Stormwater Capital Projects Fund for the Greenfield Acres Drainage Ph3 project to support'the approval of the above
recommendations,and execution of the contract. Prior to an expenditure being incurred,the Transportation&Public Works Department has the
responsibility of verifying the availability of funds.
