HomeMy WebLinkAboutResolution 5335-01-2021 A Resolution NO. 5335-01-2021 DESIGNATING RICHARD ZAVALA TO SERVE ON THE TEXAS PARKS AND WILDLIFE COMMISSION'S URBAN OUTREACH ADVISORY COMMITTEE WHEREAS, the Urban Outreach Advisory Committee ("UOAC"), which is an advisory committee of the Texas Parks and Wildlife Commission ("Commission"), was established to provide the Texas Parks and Wildlife Department ("Department") with informed assistance in furtherance of the Department's goals with respect to impacts on and contributions from urban populations in the state; WHEREAS, the focus of the UOAC is to advise on the range of Department programs and initiatives affecting urban populations, the demographic variety of urban populations in the state, and the conservation and management of organization s that serve urban populations; WHEREAS, UOAC membership consists of not more than 24 people representing a cross-section of the largest urban areas in Texas, including Fort Worth, Dallas, Houston, Austin, San Antonio, and El Paso; WHEREAS, the UOAC is required to meet once per year but may meet as often as necessary; WHEREAS, the UOAC does not have authority to establish Department policy; however, the UOAC submits an annual report to the Department, which includes, among other things, a summary of its recommendations; WHEREAS, the City's Ethics Code permits the City Council to designate a person to serve on the board of directors or other governing board of a business entity without acquiring a substantial interest in the entity so long as the person receives n o direct or indirect remuneration for his or her service and the primary nature of the business is either charitable, nonprofit, or governmental; WHEREAS, members of the UOAC do not receive any remuneration for their service; WHEREAS, the City Council finds that having a City employee serving on the UOAC would help to ensure that a municipal perspective is included in considering the needs of the Fort Worth area; WHEREAS, Richard Zavala, the Director of the City's Park and Recreation Department, has been invited to serve on the UOAC; and WHEREAS, the City Council wishes to appoint Richard Zavala to the UOAC as a representative of the City of Fort Worth in order to serve the State's, City's, and public's interest in programs and initiatives affecting urban populations. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: 1 THAT, the City Council hereby designates Richard Zavala to serve on the UOAC for a term expiring on the earlier of June 30, 2022 or upon his separation of employment from the City. 2 THAT, the City Council hereby reserves the right, at any time and for any reason, to remove Richard Zavala from the UOAC. 3.
