ELECTRIC RATE STRUCTURE REFORM
BE IT RESOLVED:
That the Fort Worth City Council urges the Texas Public Utility
Commission to take steps towards eliminating large-user discounts in setting
rates on the current TESCO rate increase request. Such restructuring of the
rates should be in the direction of "flattening" the rates, so that all rates
charged to all customers shall tend towards equalization, and towards a limit-
ing and eventual end to promotional industrial and commercial rates which
produce volume discounts.
We feel that such equalization is necessary for reasons of equity,
the need for rate relief for low and moderate income families and small
businesses, and the need for conservation of our scarce energy resources.
..� We further urge the Commission to give full and careful considera-
tion to various alternative rate structures, including Lifeline rates, marginal
cost pricing, long-run incremental cost pricing, flat rates and inverted
rates.
