HomeMy WebLinkAboutResolution 516 A �e50lu v OLUTION i'ILL ivJ. y� WHEREAS, Section 174 of the Clean Air Act Amendments of 1977 (Public Law 95-95) requires implementation plans for each region in which the national primary ambient air quality standards for carbon monoxide or photochemical oxidants will not be attained by July 1, 1979; and WHEREAS, Section 108 of the Clean Air Act Amendments of 1977 specifies basic program elements for transportation control planning which will contribute to the reduction of mobile source related pollutants; and WHEREAS, Section 176 of the Clean Air Act Amendments constrains federal funding of transportation projects in any region in which the primary ambient air quality standards have not been attained, in any region in which transportation control measures are neces- sary for the attainment of such standards, and in any region for which an implementation plan has not been submitted by July 1, 1979; and WHEREAS, Section 174 of the Clean Air Act Amendments requires that an implementation plan be prepared by an organization of elected officials of local governments designated by agreement of the local governments; and WHEREAS, it is further recommended in Section 174 that, where feasible, such organization shall be the metropolitan planning organization for transportation planning, of the organization responsible for air quality maintenance planning; and WHEREAS, the North Central Texas Council of Governments, as the Metropolitan Planning Organization for transportation planning, with the Steering Committee serving as the policy group for transportation planning, has developed transportation plans' and programs to meet local needs and federal requirements. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: THAT the City of Fort Worth, Texas, hereby concurs that the North Central Texas Council of Governments, which is the Metropolitan Planning Organization of the Dallas-Fort Worth Metropolitan Area, be desig- nated as the organization to develop implementation plans required under the Clean Air Act Amendments of 1977. O CUT OF FORT WORTH THAT the City of Fort Worth, Texas, recognizes the importance of the active participation of its professional staff in developing such implementa- tion plans and hereby indicates its desire to participate actively in such planning processes for North Central Texas. THAT this motion shall be in effect immediately upon its adoption.
