ADOPTING AN AMENDMENT TO THE 2003 DOWNTOWN STRATEGIC ACTION
PLAN AND AMENDING THE CITY'S COMPREHENSIVE PLAN TO
INCORPORATE THE AMENDMENT TO THE 2003 DOWNTOWN STRATEGIC
ACTION PLAN
WHEREAS, in 2002, Downtown Fort Worth, Inc., the Fort Worth Transportation
Authority and the City of Fort Worth partnered to update the 1993 Downtown Strategic
Action Plan; and
WHEREAS, the 2003 Downtown Strategic Action Plan was adopted by the City of
Fort Worth and incorporated into the City's Comprehensive Plan on January 27, 2004
(M &C G- 14241, Resolution 3040); and
WHEREAS, the Housing Policy Section of the 2003 Downtown Strategic Action Plan
states the following:
"Encourage a variety of housing opportunities.
a. Promote home ownership- condominiums, single family, and other types
b. Encourage a range of pricing- low /moderate income to high income
c. Attract senior citizen developments
d. Promote live /work spaces for artists, professionals, and others."
WHEREAS, in 2007 the Steering Committee amended the 2003 Downtown Strategic
Action Plan to encourage mixed income developments. The Housing Policy Section was
amended to state the following:
"b. Encourage a range of affordability — low, moderate and high income — with a
goal of'10% of the housing to be developed in quality mixed income developments as
affordable to persons /households whose income is less than 60% of the area median
income adjusted for family size. Mixed income projects should be a blend of market
rate and affordable units "
WHEREAS, the amendment of the 2003 Downtown Strategic Action Plan promotes
mixed income development and affordable housing and its adoption will encourage
downtown housing developments to include a mix of market rate and affordable units;
WHEREAS, the amendment to the 2003 Downtown Strategic Action Plan should be
incorporated into the City's Comprehensive Plan.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF FORT WORTH, TEXAS
1. That the 2003 Downtown Strategic Action Plan is amended by amending the Housing
Policy Section as follows
"b. Encourage a range of affordability — low, moderate and high income — with a
goal of 10% of the housing to be developed in quality mixed income developments as
affordable to personslhouseholds whose income is less than 60% of the area median
income adjusted for family size. Mixed income projects should be a blend of market
rate and affordable units ".
2. That the City's Comprehensive Plan is amended by incorporating the
amendment to the 2003 Downtown Strategic Action Plan.
3. That all previous Resolutions are hereby expressly repealed to the extent in
conflict with the provisions of this Resolution.
4. That this Resolution shall take effect immediately from and after its
adoption.
AND IT IS SO RESOLVED.

Adopt Resolution Amending the 2003 Downtown Strategic Action Plan to Include Provisions to Encourage
Downtown Housing Developments to Include Market Rate and Affordable Units and Incorporate the
Amendments into the City's Comprehensive Plan (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached Resolution amending the 2003 Downtown Strategic Action Plan to include
provisions to encourage downtown housing developments to include a mix of market rate and affordable
housing units; and
2. Incorporate the Amended 2003 Downtown Strategic Action Plan into the City's Comprehensive Plan.
DISCUSSION:
In 2002, Downtown Fort Worth, Inc., the Fort Worth Transportation Authority and the City of Fort Worth
(City) partnered to update the 1993 Downtown Strategic Action Plan. The updated plan was developed by
a 38 member Steering Committee made up of various community stakeholders. The 2003 Downtown
Strategic Action Plan was adopted by the City and incorporated into the City's Comprehensive Plan on
January 27, 2004 (M &C G- 14241, Resolution 3040).
The Housing Policy Section of the 2003 Strategic Action Plan states the following:
"Encourage a variety of housing opportunities.

the housing to be developed in quality mixed income developments as affordable to persons /households
whose income is less than 60 percent of the area median income adjusted for family size. Mixed income
projects should be a blend of market rate and affordable units ".
Staff recommends adoption of the attached Resolution Amending the 2003 Downtown Strategic Action

Plan to encourage mixed income developments and further promote affordable housing. Staff also
recommends incorporation of the Amendment into the City's Comprehensive Plan. Downtown Fort Worth
Inc., has asked the Fort Worth City Council to adopt the Housing Policy Amendment to the 2003
Downtown Strategic Action Plan.
