AMENDMENT No.2
TO CITY SECRETARY CONTRACT No. 51936
WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc. ,
(ENGINEER) made and entered into City Secretary Contract No. 51936, (the
CONTRACT) which was authorized by M&C C-28980 on the 15th day of January,
2019 in the amount of $148, 000 . 00; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
River Trails Park to River Legacy Park Trail Project; and
WHEREAS, it has become necessary to execute Amendment No.2 to the
CONTRACT to include an increased scope of work and revised fee.
WHEREAS, the CONTRACT was subsequently revised by:
Amendment Number 1 of the CONTRACT was amended to provide for an
increased for additional design services to be performed by Engineer
totals $98, 695. 00 .
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
survey services specified in a proposal dated October 13, 2020, a copy of
which is attached hereto and incorporated herein. The cost to City for
the additional design services to be performed by Engineer totals
$480, 685. 00 . (See Attached Funding Breakdown Sheet, Pages -9&10-)

Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $ 727, 380 . 00 .
3.
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of Amendment No.2,in the amount of$480,685.00,to City Secretary No.51936,an engineering agreement with Halff
Associates, Inc.,for final design and engineering services of the Trinity Trails-River Trails Park to River Legacy Park Trail project(City
Project No. 101767);
2. Authorize execution of an Interocal Agreement with the City of Arlington,Texas in an amount up to$647,682.50 for design and construction
costs for the Arlington segment of the trail connecting a pedestrian bridge to the River Legacy trail system;and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Intergovernmental Contribution Fund in
an amount up to$647,682.50 for the Trinity Trails-River Trails Park to River Legacy Park Trail project.
DISCUSSION:
The purpose of this Mayor and Council Communication(M&C)is to authorize the execution of Amendment No.2, in the amount of$480,685.00,
to City Secretary Contract No.51936,an engineering agreement with Halff Associates, Inc.,for final design and engineering services of the Trinity
Trails-River Trails Park to River Legacy Park Trail project.
On December 11,2018,the City Council authorized a contract with Halff Associates, Inc.,for the preparation of a trail alignment study and
schematic design plans for the Trinity Trails-River Trails Park to River Legacy Park Trail project in the amount of$148,000.00(M&C C-28980).
Contract Amendment No. 1 in the amount of$98,695.00 was administratively executed on July 10,2020,for the purpose of preparing metes and
bounds exhibits and legal descriptions for permanent and temporary trail easements.
The purpose of contract Amendment No.2 is to provide final design and engineering-related services for this trail project that is located in east
Fort Worth and will complete the last 4 miles of the Trinity Trails system connecting the City of Fort Worth trail system with the City of Arlington trail
system.The 12-foot wide trail extension will begin at River Trails Park(approximately 3/4 of a mile east of Interstate Highway 820(IH820)and 1/4
of a mile south of Trinity Boulevard)and end at the west terminus of the River Legacy Park Trail in Arlington(approximately 1/4 of a mile east
northeast of the intersection of Greenbelt Road and Trammel Davis Road, near the south bank of the West Fork Trinity River).
The 2018 Bond Program allocated the amount of$4,000,000.00 for Trinity Trails connections which include the design and construction for the
expansion of the Trinity Trails system,including the trail connection from River Trails Park to River Legacy Park at the boundary with the City of
Arlington.
The City of Fort Worth and the City of Arlington formulated an Interocal Agreement(ILA)for the sharing of design and construction costs for the
Arlington segment of the trail connecting the pedestrian bridge to the River Legacy trail system and up to half of the design and construction cost of
constructing the pedestrian bridge and connecting it to the River Legacy trail system.
This project is included in the 2018 Bond Program. Available resources within the General Fund will be used to provide interim financing until debt
is issued.Once debt associated with the project is sold,bond proceeds will reimburse the General Fund in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election(Ordinance No.23209-05-2018).
M/WBE OFFICE- Halff Associates, Inc.is in compliance with the City's BDE Ordinance by committing to 25%SBE participation on Amendment
#2 on this project.The City's SBE goal on Amendment#2 on this project is 9%.
The Trinity Trails-River Trails Park to River Legacy Park Trail project is located in COUNCIL DISTRICT 5.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Trinity Trails Connection project within the 2018 Bond Program Fund and
upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available in the 2018 Bond
Program Fund for the Trinity Trails Connection project to support the approval of the above recommendations and authorize execution of the
Amendment. Prior to an expenditure being incurred,the Park&Recreation Department has the responsibility of verifying the availability of funds.

PHASE 2 OF THE TRINITY TRAILS EAST FORT WORTH EXTENSION
SCOPE OF WORK
PURPOSE
The Trinity Trails—East Fort Worth Extension Phase 2 project is located in east Fort Worth and will
complete the last 5 miles of the Trinity Trails system heading east from River Trails Park and connecting
the City of Fort Worth trail system with the City of Arlington trail system.The trail extension will begin at
River Trails Park(approximately%of a mile east of IH820 and %of a mile south of Trinity Blvd) and end
at the west terminus of the River Legacy Park trail in Arlington (approximately%of a mile east-northeast
of the intersection of Greenbelt Road and Trammel Davis Road, near the south bank of the West Fork
Trinity River) connecting to the River Legacy trail system.
Since the trail will begin at a point north of the West Fork Trinity River and end at a point south of the
West Fork Trinity River, it had been analyzed and determined to construct a new concrete and steel trail
bridge over the West Fork Trinity River away from the existing bridge structure and generally located
somewhere east of Greenbelt Road and west of the River Legacy Park trail terminus connection point.
Approximately 5 miles in length,this new trail shall meet AASHTO design guidelines for bicycle facilities,
be 12 feet in width, concrete paved,ADA accessible, and provide a significant link in the Metroplex
Veloweb system.
The purpose of this project is to produce construction documents based on the previous schematic
design documents(30%CD level) anticipated improvements. Funding for design and construction of the
trail extension is included in the City of Fort Worth 2018 Bond Program.
Specific improvements include:
• Trail Paving(12-foot-width concrete paved ADA accessible trail)
• Concrete trails and Accessible Ramps(if required)
• Trail Structures
o Pedestrian bridges, retaining walls (if required), drainage headwalls, etc.
• Trailheads
o One or more trailheads with paved entry drives, parking,walks/ramps, portable toilet
concrete pads, small-to-medium-size picnic pavilions/shade structures, etc. (if
applicable)

Trinity Trails—East Fort Worth Extension Phase 2 improvements
Planned trail project shall include but are not limited to the following:
• Concrete Trail—12 feet wide w/2 foot shoulders(per AASHTO Guidelines when applicable)
• Pedestrian Bridges—Approximately three(3) creek bridge crossings and one (1) major
pedestrian bridge crossing at the West Fork Trinity River
Additional Project Assumptions
1. The final trail alignment from the 30%Concept Plan will be utilized as the basis for this design.
Halff and the City of Fort Worth understand that minor tweaks will need to be made based on
property locations, right-of-way, and other obstacles that were undefined or unknown during
the 30%Concept Plan development.
2. The final trail alignment will be approximately 5.3 miles in length, beginning at River Tails Park in
Fort Worth and ending at the River Legacy Park in Arlington.
3. An advanced Schematic Design phase will occur after the kickoff meeting.This will allow for
adjusting the alignment for pedestrian bridge crossings, a revised alignment through the Ken
Allen property(west of Precinct Line Road), minor revisions of the alignment through the Ken
Newell properties, and adjustments to the alignment in regard to Trammel Davis ROW.
4. The project scope will include pedestrian crossings and pedestrian level lighting at Precinct Line
Road and Greenbelt Road crossings.
5. Trail and railing improvements to meet current accessibility requirements.
6. No boardwalks are anticipated for this trail project
7. The existing bridge over the West Fork Trinity River, east of Greenbelt Road,will not be removed
as part of this project
8. Temporary and permanent easements will be able to be obtained through the Ken Allen
property, Ken Newell properties,from the City of Arlington and all other landowners where the
trail will traverse
9. Quality Assurance will be provided throughout the project to ensure that a quality design is
ensured, all project needs are being met, and project schedule is adhered to
10. Quality Control reviews will be performed prior to each milestone submittal, according to Halff's
Quality Management Program.The fees for this Quality Control are included in the project fees
for this proposal.

SCOPE OF SERVICES
BASIC SERVICES
TASK 1—COORDINATION/MANAGEMENT/COMMUNICATION
ENGINEER shall perform the following tasks:
A) Lead and manage the ENGINEER and sub-ENGINEER design team throughout the project.
B) Communicate regularly by phone and email with CITY staff.
C) Provide the CITY a one-page project status report on the last business day of each month
throughout the project.
D) Participate in meetings with CITY staff as noted specifically in each task described below.
E) Basic services for the trail shall include preparation of design submittals,construction documents,
project manual and cost opinion documents. Project duration is anticipated to be approximately
ten (10) months(300 Calendar days).
F) Special Services shall be those services necessary to provide appropriate design guidelines for the
design/construction documents (Geotechnical reporting, Environmental Requirements, Permit
Applications).These are described in detail below.
TASK 2—DATA REVIEW/SITE VISIT/BASE MAP
ENGINEER shall perform the following tasks:
A) Provide metes and bounds descriptions and exhibits for easements, both temporary and
permanent, through the properties of owners associated with the land needed to construct the
trail. Metes and bounds descriptions and exhibits for easements for this scope of work will not
include the Ken Allen tract.
B) Provide additional metes and bounds descriptions and exhibits for easements, both temporary
and permanent, based on 30%alignment updates. Preparation of these easements would be for
additional work beyond what is described in Task 2—Item A.
C) Attend one (1) meeting(up to two-hour duration)with the CITY to(a) review ENGINEER's project
data, base map, site analysis, and special services tasks data, (b) discuss further anticipated trail
routing options in problem area, and (c) on-site field verification BEFORE proceeding with
ENGINEER's preparation of design documents.
TASK 3—TRAIL DESIGN
ENGINEER shall perform the following tasks:
A) Prepare proposed property/easement acquisition data (11 inch x 17 inch spreadsheet table
summarizing property/easement/ownership data and accompanying map(s) indicating location
and property boundary/easement limits.)
B) Provide additional alignment updates to the 30%Schematic Alignment

TASK 4—60%CONSTRUCTION DOCUMENTS
ENGINEER shall perform the following tasks:
A) Prepare and submit 60%design/construction documents for the trail to the CITY for review.These
documents shall incorporate CITY comments and input from the previous review of project data
and existing site conditions.
B) The design/construction documents shall plan and instruct the installation of the trail, as based
on the approved Schematic Design plans. Design will include civil engineering design, landscape
architecture design, and structural design for pedestrian bridge components and any retaining
walls that may be needed, based on final schematic alignment
C) 60%design/construction documents will be required for:
a. Design/construction plans
b. Anticipated technical specifications (outline only)
i. The latest edition of the specifications are to be used throughout the design
phase
c. Detailed opinion of probable costs
D) Attend a meeting with the CITY to discuss CITY review comments regarding the 60%submittal and
obtain CITY input prior to ENGINEER's preparation of 90%construction documents.
Note: Trail improvements will follow applicable AASHTO and City of Fort Worth standards and details,
unless directed otherwise. Park Facility Standards will be provided by the CITY. All other required
standards will need to be researched,verified, and acquired separately.
TASK 5—90%CONSTRUCTION DOCUMENTS
ENGINEER shall perform the following tasks:
A) Prepare and submit 90% design documents for the trail to the CITY for review, incorporating
previous CITY review comments and input.An opinion of probable cost will be prepared.
B) 90%design/construction documents will be required for:
a. Design/construction plans
b. Anticipated technical specifications(approximated final copies)
C) Attend a meeting with the CITY to discuss CITY review comments regarding the 90%submittal and
obtain CITY input prior to ENGINEER's preparation of 100%final construction documents.
TASK 6—100% PRELIMINARY-FINAL CONSTRUCTION DOCUMENTS
ENGINEER shall perform the following tasks:
A) Prepare and submit 100% preliminary-final design documents for the trail to the CITY for review,
incorporating previous CITY review comments and input. An opinion of probable cost will be
prepared.
B) 100% preliminary-final design/construction documents required,will be:
a. Mylar cover sheet(template supplied by CITY)

b. Design/Construction plans
c. Final technical specifications(considered ready for bidding documents)
C) Incorporate any remaining comments and input from CITY regarding the 100% preliminary-final
submittal prior to ENGINEER's submittal of final sealed and signed construction documents for
bidding advertisement by CITY.
D) Submit plans to a Texas Licensed Registered Accessibility Specialist (RAS)for review.
TASK 7—SEALED CONSTRUCTION DOCUMENTS FOR BIDDING
ENGINEER shall perform the following tasks:
A) Submit sealed and signed design documents for trail to CITY for bidding advertisement,
incorporating previous CITY review comments and input.These improvements shall include all of
the elements from the previous task.
B) Bidding design/construction documents shall include the following:
a. Sealed design/construction plans
b. Seals Page for final technical specifications
c. Detailed opinion of probable costs for all planned improvements
TASK 8—BID PHASE ASSISTANCE
ENGINEER shall perform the following tasks:
A) Prepare and submit written responses to bidder requests for information (RFI's)through the CITY
B) Attend Pre-Bid Conference, in support of the CITY
C) Assist the CITY with bid analysis, bid tabulation, and bid award recommendation
TASK 9—CONSTRUCTION PHASE ASSISTANCE
ENGINEER shall perform the following tasks:
A) Attend the pre-construction conference, in support of the CITY
B) Review product submittals, shop drawings and RFIs
C) Attend on-site construction coordination/status meetings as requested by CITY (minimum
1/month for a maximum of 10) during construction phase of project
D) Participate in final walk-through at end of construction phase of project
E) Inspection of project improvements by a Texas Licensed RAS

SPECIAL SERVICES
TASK 10—TOPOG RAPH IC SURVEY
A) ENGINEER will provide a Topographic Survey of the area(s)of the trail to be included in the design
work. The proposed topographic survey will include all areas that are anticipated to be included
in the construction document work. The topographic survey will include the location and
elevations of the above ground features such as existing streets, trails and walks, fences, light
poles, drainage features, readily visible utility components, etc. Underground utilities will not be
uncovered and surveyed but must be located and identified on plans.
B) ENGINEER shall utilize topography flown from Schematic Design Phase and recent aerial
topography flown for Ken Newell property east of Precinct Line Road
C) ENGINEER shall provide additional topographic surveys for re-aligned trail segment through the
Ken Allen property
D) ENGINEER shall provide additional topographic surveys east of Greenbelt Road to define grades
and slopes along the West Fork Trinity River where the proposed pedestrian bridge will be located
and to further define the trail alignment through River Legacy Park. Trees, greater than 6"
diameter,within River Legacy Park and Arlington properties will be located.
E) Additional topographic surveys for any re-aligned trail segments that may extend outside of
available topography would be included in this scope
TASK 11—GEOTECHNICAL INVESTIGATION
A) Provide a geotechnical investigation, analysis, and engineering as required for completion of
design/construction documents for trail.
B) Provide an official geotechnical report to the CITY, stating all pertinent design requirements
necessary for completion of trail
TASK 12—FLOODPLAIN DEVELOPMENT PERMITS
A) Floodplain Development Permits
a. ENGINEER shall perform and prepare applications and provide necessary information for
obtaining CFW Floodplain Development Permits where necessary
b. ENGINEER shall perform and prepare a "No-Rise"Certificate for the City of Arlington since
the trail will be located within the floodplain. No rises in flood elevations are anticipated.
c. ENGINEER shall perform and prepare applications and provide necessary information for
obtaining a Corridor Development Certificate(CDC) permit through NCTCOG and the U.S.
Army Corps of Engineers since the project is located within the West Fork Trinity River
floodplain.The latest CDC models will be utilized.
B) Data Collection
a. Obtain site plan(s), surveys, plat map for the area, H&H modeling, GIS files, and any
other pertinent information available from the Owner.

b. Retrieve topographic maps from Halff files,the City of Fort Worth,Texas Natural
Resources Information System (TNRIS), and North Central Texas Council of Governments
(NCTCOG), as necessary.
c. Conduct a site visit to inspect the site,take photographs, and evaluate existing drainage
conditions.
d. Merge data, create work map and annotate as deemed necessary.
e. Prepare location map for report.
C) Pre-Project Hydraulic Modeling—Develop hydraulic models representing pre-project conditions
for the following modeling situations.
a. CDC Model
i. CDC Duplicate Effective Models—Obtain the effective CDC model from USACE
and execute to verify the model integrity.Two models are expected, one for
flows of 100-year and less, and another for the 500-year and Special Project
Flood (SPF).
ii. CDC Corrected Effective Models—Correct model issues or relevant topographic
changes in the CDC Duplicate Effective Models in the vicinity of the project that
are likely to impact the project.
iii. CDC Pre-Project Model
1. Update the CDC Corrected Effective Model to reflect any man-made
changes since the last major model update by USACE.
b. Local Drainage Models
i. Develop a limited local hydraulic model for each tributary to assess impacts to
the local flood elevations,size the crossing, and assess potential erosion and
recommend mitigation measures.
ii. Utilize existing model for Walker Branch.
D) Post-Project Models—At each stage of the design, revise the pre-project model to reflect the
intended design. If the design creates adverse floodplain impacts,then recommendations will be
provided to bring the project into compliance with the various floodplain design standards. Each
of the models (CDC and local)will be updated to reflect post-project conditions.
a. Conceptual
i. Model the desired alignment and make recommendations.
ii. Provide estimates of bridge/culvert sizes and heights, as well as the need for
scour protection.
iii. Provide general flood velocities where bridges will be inundated for use in
structural design.
b. Preliminary
i. Incorporate design changes since the conceptual modeling was developed.
ii. Make recommendations to bring the project into compliance.
iii. Review the preliminary bridge and scour protection plans.
c. Final
i. Incorporate design changes since the preliminary modeling was developed.

ii. Review the final bridge and scour protection plans for compliance with the
recommendations developed herein.
E) City of Fort Worth Floodplain Permit
a. Prepare a brief report summarize the methodology and results of this analysis and
compliance with the City of Fort Worth's floodplain ordinances.
b. Include a summary of the analyses discussed above.
c. Include floodplain work maps.
d. Include CDC application and summary of valley storage requirements.
e. Final—Submit when final modeling and design is completed for final approvals.
f. Owner to pay any review fees(currently there are no review fees expected).
g. Review Administration—Assist during the review process by addressing questions and
comments.Two rounds of comments from each City are expected. Extended reviews
could require additional services and fees.
F) Meetings—Attend, in person or virtually, up to two meetings(two H&H team members per
meeting)with design team, Client, and/or City staff.
TASK 13—ENVIRONMENTAL PERMITTING SERVICES
A) Nationwide Permit Pre-Construction Notification: A review of the preliminary alignment shows
that the project footprint will occur in waters of the United States. It is anticipated the proposed
activity may be authorized by Nationwide Permit 14 — Linear Transportation Projects and will
require a pre-construction notification (PCN). Halff will prepare and submit a PCN to the USACE.
The contents of a PCN include:
a. Name, address and telephone numbers of the prospective permittee;
b. Location of the proposed project;
c. A description of the proposed project; the project's purpose; direct and indirect adverse
environmental effects the project would cause, including the anticipated amount of loss
of water of the United States expected to result from the NWP activity, in acres, linear
feet, or other appropriate unit of measure;
d. Delineation of waters of the United States;
e. Compensatory mitigation plan;
f. Threatened and endangered species assessment; and
g. Cultural resources pedestrian survey&architectural historian services

PROJECT SCHEDULE
Halff Associates will work closely with the Client on the project schedule for completion of Task 1 -Task
7,which is anticipated to be 240 calendar days from notice-to-proceed (approximately 10 months).
BASIS OF COMPENSATION
A. Basic Services:

C. Billing Schedule:
The estimated fee established for BASIC SERVICES above shall be considered a lump sum fee. The
estimated fee established for SPECIAL SERVICES above shall be hourly, not-to-exceed.
The fees and budgets established above do not include revisions to the scope once the analyses are
underway. If revisions are requested by the client,a revision to the scope and budget will be required.
Unless otherwise stated, fees quoted in this proposal exclude state and federal sales taxes on
professional services.Current Texas law requires assessment of sales tax on certain kinds of surveying
services but does not require sales taxes on other professional services. In the event that new or
additional state or federal taxes are implemented on the professional services provided under this
contract during the term of the work,such taxes will be added to the applicable billings and will be in
addition to the quoted fees.

ATTACHMENT "A"
ADDITIONAL SERVICES NOT INCLUDED IN PROPOSAL
Items excluded by Halff Associates, Inc., but can be provided by for an additional scope and fee if
needed for the project:
1. Additional boundary survey required to complete the project other than what is included in
scope of work;
2. Preparation of easements that are non-trail related;
3. Traffic engineering report or studies;
4. Traffic engineering design;
5. Electronic signage associated with mid-block trail crossings;
6. Electrical engineering;
7. Temporary or Permanent Irrigation layout and/or design;
8. Demolition design of existing bridge on the West Fork Trinity River, east of Greenbelt Road;
9. Section 404 Individual Permit preparation &application.A Nationwide Permit(NWP) is
anticipated for this project;
10. Hydrologic analyses for the West Fork Trinity River,Walker Branch or other pedestrian bridge
crossings;
11. FEMA CLOMR or LOMR(no anticipated changes or rises in flood elevations of mapped areas);
12. Setting benchmarks, leveling and establishing horizontal and vertical control for construction;
13. Design/coordination of existing utility relocations or modifications;
14. Title research;
15. Negotiations with adjacent property owners;
16. The Design Professionals shall not be required to execute documents subsequent to the
signing of this Agreement that in any way might in the sole judgment of the Design
Professional, increase the Design Professional's risk or the availability or cost of his or her
professional or general liability insurance.
