AUTHORIZING APPLICATION FOR, AND ACCEPTANCE OF, A GRANT FROM
THE CRIMINAL JUSTICE DIVISION OF THE OFFICE OF THE GOVERNOR
UNDER THE JUVENILE JUSTICE & DELINQUENCY PREVENTION ACT FOR
THE DIAMOND HILL COALITION AFTER SCHOOL PROGRAM;
DESIGNATING AN AUTHORIZED OFFICIAL; AND ASSURING REPAYMENT
OF GRANT FUNDS IN THE EVENT OF LOSS OR MISUSE
WHEREAS, the City of Fort Worth (City) wishes to apply for a grant from the
Criminal Justice Division of the Office of the Governor (CJD) under the Juvenile Justice
& Delinquency Prevention Act for the Diamond Hill Connection After School Program
(the Program); and
WHEREAS, the Program will be administered by the Parks and Community
Services Department, and services will be provided through subgrant agreements with
the YMCA of Metropolitan Fort Worth, the Boys and Girls Clubs of Greater Fort Worth
and Camp Fire USA First Texas Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
1. That Staff is authorized to submit an application to CJD to request
funding for the following, clearly identified project: provision of
supervised after school educational, cultural and recreational activities
for middle and high school age youth (ages 10 through 17) in an effort to
promote school attendance, discipline, and learning and to provide
participants with the skills needed to improve their academic competency
in reading, writing, and mathematics.
2. That the Assistant City Manager for Community Development Services is
designated to serve as the Authorized Official for this grant, with the
power to apply for, accept, reject, alter, or terminate this grant.
3. That the City of Fort Worth hereby makes written assurance that, in the
event of loss or misuse of grant funds, the City will return all grant funds
to CJD.
4. That the City agrees to the terms of the grant, including all rules in
Chapter 3 of the Texas Administrative Code, the current Governor's
Criminal Justice Plan for Texas, and the Uniform Grant and Contract
Management Standards.

5. That the City agrees that none of the grant funds will be used to influence
the outcome of any election, the passage or defeat of legislation, or the
funding of any grant application.
6. That the City understands and agrees that violation of any term of the
grant will result in the CJD placing a temporary hold on grant funds,
permanently de- obligating all or part of the grant funds, requiring
reimbursement for funds already spent, or barring the City from receiving
future grants.
7. That the City understands that any special conditions of the grant must be
met before receiving funds.

Authorize Application and Acceptance, if awarded, of a Grant in the Amount Up to $71,774.00 from the
Criminal Justice Division of the Office of the Governor of Texas to Operate the Diamond Hill Coalition After -
School Program, Authorize Execution of Contracts with YMCA of Metropolitan Fort Worth, Boys and Girls
Clubs of Greater Fort Worth and Camp Fire USA First Texas Council, Designate the Assistant City
Manager for Community Development Services to Serve as the Authorized Official for the Grant, Adopt
Resolution Required by Grant Regulations and Adopt Appropriation Ordinance (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize application and acceptance, if awarded, of a grant from the Criminal Justice Division of the
Office of the Governor of Texas in the amount of $71,774.00 to operate the Diamond Hill Coalition After -
School Program from September 1, 2012 to August 31, 2013;
2. Contingent upon receipt of the grant award, authorize execution of contracts with the YMCA of
Metropolitan Fort Worth, Boys and Girls Clubs of Greater Fort Worth and Camp Fire USA First Texas
Council for a total combined amount up to $71,774.00 to conduct the Diamond Hill Coalition After - School
Program;
3. Designate the Assistant City Manager for Community Development Services to serve as the authorized
official for this grant with authority to apply for, accept, reject, alter or terminate the grant;
4. Adopt attached Resolution to meet grant requirements regarding authorization of the application,
designation of the authorized official and provision of written assurance that grant funds will be returned in
the event of loss or misuse; and
5. Adopt attached appropriation ordinance increasing estimated receipts and appropriations in the Grants
Fund by $71,774.00, subject to receipt of the grant.
DISCUSSION:
The purpose of this Mayor and Council Communication (M &C) is to authorize application and acceptance,
if awarded, of a grant from the Criminal Justice Division (CJD) of the Governor of Texas to operate the
Diamond Hill Coalition After - School Program and to comply with grant requirements regarding designation
of an authorized official and adoption of a Resolution containing necessary representations related to the
grant. This M &C also authorizes execution of contracts with the YMCA of Metropolitan Fort Worth
(YMCA), Boys and Girls Clubs of Greater Fort Worth (B &GCGFW) and Camp Fire USA First Texas
Council (CFUSA) to operate the Program on a contractual basis if grant funds are received.

The Diamond Hill Coalition After - School Program provides supervised after school educational, cultural
and recreational activities for middle and high school age youth. It is also designed to promote school
attendance, discipline and learning. A major function of the Program is to provide participants with the
skills needed to improve their academic competency in reading, writing and mathematics. With this grant,
the Program will serve youth ages 10 through 17.
Chapter 3 of Title 1 of the Texas Administrative Code outlines conditions for grant funding that apply to
CJD grants. Section 3.2021 requires that the City Council adopt a Resolution that (i) authorizes application
for a grant for a clearly identified project, (ii) commits to providing matching funds, if applicable, (iii)
designates the name or title of an authorized official who has power to apply for, accept, reject, alter or
terminate a grant, and (iv) provides written assurance that all grant funds will be returned to the CJD if the
funds are lost or misused. No matching funds are required for this particular grant and the attached
Resolution includes all of the other necessary elements.
Diamond Hill Community Center is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund.
