J SOUTHEAST STUDY WHEREAS, the staffs of the City of Fort Worth, United Way and the Sid Richardson Foundation have received numerous requests for assistance from churches and community organizations in Southeast Fort Worth, and WHEREAS, the Fort Worth City Council in November 1977 authorized a study of community needs in Southeast Fort Worth, and WHEREAS, the Sid Richardson Foundation and the United Way Agency have joined with the City of Fort Worth to carry out this study, and WHEREAS, a Study Committee of volunteer citizens has been formed under the direction of Councilwoman Walter B. Barbour and Mr. Augusta Whitted to determine the scope of work for this study, and WHEREAS, the Study Committee has been given a charge to complete the study within the next six months, and WHEREAS, this study is an essential step in deciding the most effective and efficient manner to approach the needs in Southeast Fort Worth and should serve as a catalyst for improving coordination of community needs and facilities, NOW, THEREFORE BE IT RESOLVED that the Fort Worth City Council supports this effort to study the social problems and needs in Southeast Fort Worth, and BE IT FURTHER RESOLVED that the City Council urge all community organizations that will be requested to provide input to cooperate in this worthy endeavor. 1 CITY OF FORT WORTH CITY OF FORT WORTH, TEXAS �,� �+��r�� ' Art—,V, •' n - CITY COUNCIL CITY HALL / 1000 THROCKMORTON STREET FORT WORTH,TEXAS 76102 February 2 ,1978 335-7211 /AREA CODE 817 TO: THE HONORABLE MAYOR AND CITY COUNCIL CITY OF FORT WORTH FROM: WALTER B. BARBOUR CITY COUNCIL, DISTRICT 5 (SOUTHEAST AREA) SUBJECT: STUDY OF SOUTHEAST FORT WORTH During the past nine months, I have worked with Churches and Community organizations who have sought assistance from United Way, the City of Fort Worth and private foundations to provide and to improve the human service needs or "unmet community needs" for the entire southeast area. The evidence of problems and the expressed demands for new services have led to the decision that the situation should be studied, to determine how the problems and service demands can be resolved. This project is a combined effort by the Sid Richardson Foundation, United Way, and the City of Fort Worth to formulate a plan of action for Southeast Fort Worth. In addition, the study results may identify areas or programs for joint funding consideration. This coordinated approach of combined resources in the City of Fort Worth will provide a professional , documented study that will guide the staff in planning new and expanded programs. The study will consist of five segments to be carried out jointly by the Planning and Research Council (the planning arm of the United May) and the Office of Human Development (a division of Human Resources, City of Fort Worth). The five parts of the study include: 1 . Formulation of a study committee. 2. Analysis of previous research in area. 3. A sample survey assessing service needs. 4. Identification of current services. 5. Design of service delivery system. The Honorable Mayor and Council February 2, 1978 page 2 The Study Committee has been organized. The members of this committee will be presented to the City Council on Thursday evening, February 9, 1978.
