A Resolution
WHEREAS, the Dallas/Fort Worth Regional Airport was planned and
constructed by the Cities of Fort Worth and Dallas in response to an order
of the Civil Aeronautics Board as the most effective, economic and efficient
means of providing needed commercial airport facilities; and
WHEREAS, in the seven and one-half years since it became operational
approximately 68 million passengers have been enplaned at D/FW Regional Airport,
and 662 thousand tons of cargo and 301 thousand tons of mail have been boarded
on aircraft flying from D/FW Regional Airport; and
WHEREAS, D/FW Regional Airport has thus become one of the most signi-
ficant factors in the growth and maintenance of the economy not only of the
City of Fort Worth, but also for much of North Central Texas; and
WHEREAS, the 1968 Regional Airport Concurrent Bond Ordinance adopted
by the City Councils of Fort Worth and Dallas imposes on both Cities the obli-
gations (a) to promote the optimum development of the Regional Airport and
(b) to refrain from any action or policy which would inhibit the optimum
development of the Regional Airport; and
WHEREAS, the 1968 Regional Airport Concurrent Bond Ordinance further
imposes on the Cities of Fort Worth and Dallas the convenant not to permit any
of the other airports owned by Fort Worth or Dallas to be "put to or developed
for any use which by the nature thereof the optimum use and development of the
Regional Airport, including its air and land space, . . . will be impaired,
diminished, reduced or destroyed"; and
WHEREAS, the continued development of D/FW Regional Airport and the
efficient utilization of its facilities at times require the use of all of
its runways for takeoffs or landings in order to expedite aircraft movements,
minimize air and ground delays to the traveling public, conserve fuel, and
increase margins of safety; and
WHEREAS, there are times when the efficient operation of D/FW Regional
Airport require that aircraft takeoff from Runway 13L; and
WHEREAS, aircraft taking off from Runway 13L are currently being dis-
patched by FAA Air Traffic Controllers over certain residential areas in the
City of Irving pursuant to a test to determine the environmental impact of
such takeoffs; and

WHEREAS, upon completion of the current test, flights over these
residential areas in the City of Irving will have to be discontinued pending
an evaluation of the test data; and
WHEREAS, the discontinuance of takeoffs on Runway 13L would give
rise to unacceptable arrival and departure delays at D/FW Regional Airport;
and
WHEREAS, when aircraft taking off from Runway 13L are dispatched
over the City of Irving in accordance with the noise abatement procedures
set forth in the currently effective Environmental Impact Statement dated
May, 1972, traffic to and from other Metroplex airports may interfere with
such takeoffs;
NOW, THEREFORE, BE IT RESOLVED that officials of the Federal
Aviation Administration (FAA) be advised that it is the position of the
City of Fort Worth (1) that D/FW Regional Airport Runway 13L should be
utilized for takeoffs whenever use of that runway is required for the
efficient operation of the Airport, and (2) that the FAA's airspace
management plan should be modified to the extent necessary to permit
aircraft to take off from Runway 13L in accordance with the noise abate-
ment procedures set forth in the currently effective Environmental Impact
Statement dated May, 1972, and without encountering interference from
traffic to and from other Metroplex airports.
