RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH THE DEPARTMENT OF
TRANSPORTATION, UNITED STATES OF AMERICA, FOR A GRANT UNDER THE URBAN MASS
TRANSPORTATION ACT OF 1964, AS AMENDED.
WHEREAS, the Urban Mass Transportation Administration has initiated a program
for the development and deployment of experimental paratransit
vehicles to serve elderly and handicapped persons; and
WHEREAS, the Urban Mass Transportation Administration desires to have these
vehicles tested by alternative transit systems operating on a
flexible route, shared ride basis; and
WHEREAS, the Urban Mass Transportation Administration customarily makes grants
for the purpose of testing such "paratransit" vehicles to public
agencies such as the City of Fort Worth, Texas;
WHEREAS, the Fort Worth Cab and Baggage Company of Fort Worth, Texas desires
to participate in this program and has requested that the City of
Fort Worth apply for such funds in its behalf from the Urban Mass
Transportation Administration in order that five experimental
paratransit vehicles may be purchased; and
WHEREAS, Fort Worth Cab and Baggage Company has agreed to provide up to
$31,250 in cash and in kind contributions as the local share for the
vehicle purchase; and
WHEREAS, the contract for financial assistance will impose certain obligations
upon the City of Fort Worth, Texas; and
WHEREAS, the United States Department of Transportation, in accordance with
the provision of Title VI of the Civil Rights Act of 1964, requires
that applicants for assistance under the Urban Mass Transportation
Act of 1964 as amended give assurances of their compliance with Title
VI of the Civil Rights Act of 1964 and the United States Department
of Transportation requirements thereunder; and
WHEREAS, it is the goal of the City of Fort Worth, Texas that minority
business enterprise be utilized to the fullest extent possible in
connection with this project, and that definitive procedures shall be
established and administered to insure that minority businesses shall
have the maximum feasible opportunity to compete for contracts when
procuring construction contracts, supplies, equipment contracts or
p consultant and other services.
CITY OF FORT WORTH
NOW, THEREFORE, BE IT RESOLVED:
1 . That the City Manager of the City of Fort Worth is authorized and
directed to execute and file a grant application with the Urban Mass
Transportation Administration requesting funds in an amount not to
exceed $258,500, for the purchase of five experimental paratransit
vehicles to be tested under the Urban Mass Transportation
Administration' s Paratransit Vehicle Program by Fort Worth Cab and
Baggage Company of Fort Worth, Texas;
2. That the City Manager of the City of Fort Worth is authorized to
execute and file with such application an assurance or any other
document required by the United States Department of Transportation
effectuating the purposes of Title VI of the Civil Rights Act of
1964;
3. That the City Manager of the City of Fort Worth is authorized to
furnish such additional information as the United States Department
of Transportation may require in connection with the application of
the project; and
4. That the City Manager of the City of Fort Worth is authorized to set
forth and execute affirmative minority business policies in
connection with the project's procurement needs.
