WHEREAS, The City of Fort Worth ("City") and Quorum Architects, Inc. ("Architect") made and entered
into City Secretary Contract No. 44432 ("The Contract") which was authorized by the City Council by M&C
C-26239, the 7th day of May, 2013;
WHEREAS, further amendment is necessary to reimburse the Architect as part of the design services
agreement.
WHEREAS, City and Architect revised The Contract by Amendment Number 1 in the amount of
$7,400.00. which was administratively authorized on or about February 17, 2014; and
NOW THEREFORE, City and Architect, acting herein by and through their duly authorized
representatives, enter into the following agreement which amends the Contract:
1.
Article 1.1, SECTION I— SERVICES OF THE ARCHITECT, the following paragraphs are added to read
as follows: -
Provide additional design and construction administration services for the implementation of
Phase Two of the overall Master Plan for the North Service Center. The cost of this additional
service is $884,360.00 plus $10,000.00 in reimbursable expenses. The scope of services is
described more fully in the Quorum Architects Proposal dated June 3, 2014, revised June 16,
2014, subject: Proposal for Contract Amendment 2, North Service Center, Phase 2, Quorum
Project No. 12113, PO-13-00077713, CS44432 North Service Center which is attached hereto as
Attachment "A" and made a part of this Agreement."

Paragraph 1 of SECTION V- COMPENSATION TO ARCHITECT, is amended as foliows:
"The total compensation for all of the assignments to be performed by Architect as described in
CHARACTER AND EXTENT of ARCHITECT'S SERVICES hereof shall be a fixed fee of
$2,041,825.00 plus up to $30,000.00 in reimbursable expenses. "

Dear Dalton:
We are pleased to respond to your request for a proposal for Amendment 2 for Architectural Services for
the North Service Center (Field Operations Services Facility), for the City of Ft Worth. This proposal, when
signed and agreed upon, shall amend the Primary Agreement between Owner and Architect CPo-13-
00077713, CS44432 North Service Center). As a reminder Amendment 1 was previously approved for the
Code Compliance temporary trailer site development. We have included unique items into this proposal,
similar to those included in the original Phase 1 design such as continued coordination wifih multiple entities
involved, inoluding TxDot, TCEQ for possible water impoundment, and US Army Corps of Engineers.
Additionally, we understand the City's desire to incorporate LID design elements in an effiort to controi
stormwater runoff and residual impact. We have also included the City's desire to design this in accordance
with I.EED silver guidelines to the point of making reasonable, cost effective design decisions. Lastly, we
have included in our scope limited conceptual design of various utility systems, including water and
wastewater, for future phased development which should allow ease of pursuing and incorporating future
phases as funding permits. our general scope is listed below.
ARGHITECTS BASIC SERVICES
1. Architectural — Quorum, along with consultants, will provide Architectural, Structural and MEP design,
bidding, and Construction Administration services in accordance with the Agreement. We anticipate
generally following the Phase 2 program identified in the Phase 1 Program development and
Schematic Design. Architect shall work with the City's selected GMAR throughout design and
construction of Phase 2, as well as incorporation of CMAR comments for Phase 1. For purposes of
determining our fee proposal, we have allocated one week of Phase 1 drawing revisions to address
the CMAR comments

engineering, and related site design services as part of Basic Services:

We have included below a description of each phase for this project:
TASK 1: PHASE 1 REVISIONS
We nave included up to 4o hours for each discipline to update, revise and reissue drawings based on CMAR
review comments. Additional time, if required, may be addressed in a contract amendment.
TASK 2: SCHEMATIC DESIGN
The Schematic Design Documents shall consist of drawings and other documents including a site plan,
preliminar� buiiding pians, sections and elevations; and will indicate major buiiding systems and construction
materials. our proposal ineludes six (6) meetings with stafF, users, CMAR and TCEQ as necessary during this

phase. Schematic Design also includes a revised Topographic Survey Cdue to large fili amounts sine the
original survey), coordination with TCEQ, USACE, and COFW Stormwater Department. We will work with the
CMAR to develop the appropriate design for Phase 2.
TASK 3: DESIGN DEVELOPMENT
Based on the owner's approval of the Schematic Design Documents, Quorum shall prepare Design
Development Documents For the owner's approval. The Design Development Documents will illustrate and
describe the development of the approved Schematic Design Documents and shall consist of drawings and
other documents including plans, sections, elevations, typical construction details, and diagrammatic
layouts of building systems to fix and describe the size and character of the Project as to archifiectural,
structural, mechanical and electrical s�stems, and such other elements as may be appropriate. We have
included six C6) meetings with staff, users, CMAR and TCEQ as necessary during this phase. Design
Developmant also includes coordination with TCEQ, USACE, and C�FW Stormwater Department. We will
work with the CMAR to develop the appropriate design.
TASK 4: CONSTRUCTION DOCUMENTS
Based on the owner's approval of the Design Development Documents, the Architect shall prepare
Construction Documents for the owner's approval. The Construotion Documents shall illustrate and
describe the further development of the approved Design Development Documents and shall consist of
Drawings and Specifications setting forth in defiail the materials and systems and other requirements for the
construction of the Work. The owner and Architect acknowiedge that in order to construct the Work the
Contractor CCMAR) will provide additional information, inaluding Product Data, Samples and other similar
submittals. This proposal assumes thafi one single bid package will be developed by the design team for
bidding and pricing by the CMAR. Multiple packages will be addressed as additional services.
TASK 5: BIDDING
7he Architect shall assist the owner and CMAR in Bidding, including pre-bid meetings and addendums, as
necessary.
TASK 6: CONSTRUCTION ADMINISTRATION
The Architect shall provide administration of the Contract between the owner and the CMAR as set forth
below and in the owner / Architect Agreement. The Architect shail visit the site at intervals appropriate to
the stage af construction to become generally familiar with the progress and quality of the portion of the
Work completed, and to determine, in general, if the Work observed is being perFormed in a manner
indicating that the Work, when fully cornpleted, will be in accordance with the Contract Documents.
However, the ArchitecC shall not be required to make exhaustive or continuous on-site inspections to cheok
the quality or quantity of the Work. On the basis of the site visits, the Architect shall keep the owner
reasonably informed about the progress and quality of the portion of the Work completed. The Architect
shall not have control over, charge of, or responsibility for the construction means, methods, techniques,
sequences or procedures, or for safety precautions and programs in connection with fihe Work, nor shall the
Architect be responsible for the Contractor's failure to perform the Work in accordance with the
requirements of the Contract Documents. The Architect shall not be responsible for, acts or omissions of the
Contractor or of any other persons or entities perForming portions of the Work. This proposal is based on the
assumption that the owner will use the same CMAR for Phase 2 work as used on Phase 1, and that the
construction activities will overlap with Phase 1 construction by approximately four C4) months. We also
assume that the same materials and submittals will be used where reasonabie for Phase 1 and Phase 2
resulting in fewer submittal reviews for Phase 2. A different CMAR, schedule or multiple submittals for both
phases may be considered as a contract amendment
CUMPENSATION
1. compensation for Basic Architectural Services as described herein is proposed to be a lump sum fee of
$884,360, including MEP, structural, civil engineering, and Landscape and Irrigation consultants as listed
below, plus expenses. The anticipated SBE consultant participation 38a7o for this amendment.

We anticipate direct expenses to be limited to printing and reproductions of Documents and Renderings
Cincluding 5 construction sets for ClienC - CMAR will print their sets). We suggest an amount of $10,000.
2. Late payments: Accounts unpaid 3o days after the invoice may be subject to a monthly service charge
of 1.5�To Cor the legal rate) on the then unpaid balance.
SCHEDULE
1. In consideration of the City's desire to complete the Phase 2 Design as quickly as possible, Quorum
Architects will endeavor to complete Design and Bid Documents by the end of February 2015, assuming
a Notice to Proceed is received by August 1, 2014. This proposed schedule may be affected by the
various entities involved in the review and approval process including City of Ft Worth - various
departments, TxDot, TCEQ, and US Army Corps of Engineers, and the CMAR selection, however, if such
delay is expected and does occur, Quorum will notify the City and issue a revised schedule accordingiy
ADDITIONAL INFORMATION
1. Quorum Architects, Inc. will provide the client with architectural services as required and agreed upon
for satisfactory and normal completion of this proJect. The architect shall exercise usual and customary
professional care in nis efforts to comply with those laws, codes, ordinances, and regulations, which are
in effect as of the date of this agreement.
2. It is our understanding that offi Site Traffic improvements may not be necessary based on the recent
Traffic Impact Analysis and recent correspondence with TxDOT, since Phase 2 won't trigger significant
traffic at peak times and adjacent developrnent will likely cause this need. If in fact off site design and
surveying is required, this may be addressed as an additional service, once the specific scope of work
is determined and agreed upon by the City of Ft Worth and TxDOT
HAZARDOUS MATERIALS
The Architect and their consultants shall have no responsibilik� for the discovery, presence, handling, removal or
disposal of or exposure of persons to hazardous materials in any form at the Project site. The owner shall obtain
a hazardous material evaluation, prior to beginning any demolition or construction on site.

RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 2 for the
Architectural Design and Construction Administration Services Agreement with Quorum Architects,
Inc., in the amount of $884,360.00 plus up to $10,000.00 in reimbursable expenses for the Phase
Two Design for a total Agreement amount of $2,041,825.00 plus up to $30,000.00 in reimbursable
expenses for the North Service Center, Field Operations services facility 2014 Bond Program.
DISCUSSION:
The North Service Center is a multi-phased capital project to provide City services for the northern area
of the City in a more efficient and cost effective manner. Phase One of the North Service Center will
provide a Solid Waste Citizen Drop Off Center, an Animal Control Holding facility, Storm Water
administration and maintenance facilities, Equipment Service fueling center, and limited material
laydown areas. Phase Two will provide Street Services administration and maintenance facilities,
expanded material laydown areas, and Equipment Service limited maintenance facilities. Phase Three
is planned to provide a full service Equipment Services maintenance facility and additional
Transportation and Public Works facilities. Phases One and Two are fully funded from a combination
of funding from Solid Waste, Storm Water, and the 2014 Bond Program. Phase Three is proposed as
a future bond project.
This Amendment No. 2 is for the design and construction administration services for Phase Two.
On May 7, 2013 the City Council authorized the City Manager to execute a Design and Construction
Administration Services Agreement (M&C C-26239, City Secretary Contract No. 44432) with Quorum
Architects, Inc. The following table summarizes the previous Agreement action and amendments.

On July 22, 2014, M&C G-18254 authorized the application for a permit from the Texas Commission
on Environmental Quality to appropriate public water impoundment purposes for this project.
On December 13, 2011, M&C L-15298 authorized the acquisition of a 75.732 acre tract of land to be
developed as a future City service center for various departments.
The design phase cost for Phase Two is expected to be:
Design $ 894,360.00
Geotech, Staff, Contingency $ 90,640.00
Total $ 985,000.00
M/WBE Office - Quorum Architects, Inc., is in compliance with the City's BDE Ordinance by
committing to 38 percent SBE participation on this Amendment No. 2. The City's SBE goal on this
amendment is 38 percent.
This project is included in the 2014 Bond Program. Available resources within the General Fund will
be used to provide interim financing until debt is issued. Once debt associated with this project is
sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing
official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election
(Ordinance No. 21241-05-2014).
The project is physically located in COUNCIL DISTRICT 7 but will serve Fort Worth residents in ALL
COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that funds are included in the Fiscal Year
adopted Budget of the 2014 Bond Program per Ordinance No. 21457-09-2014 and funds are
available in the General Fund to pay for expenses which will be incurred on this contract until
reimbursement can occur from the issuance of public securities.
