AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE PUBLIC EVENTS CAPITAL FUND IN THE
AMOUNT OF $36,401.75, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF
FUNDING THE WILL ROGERS MEMORIAL COLISEUM CHILLER
RENOVATION - VENUE PROJECT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2020-2021 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Public
Events Capital Fund in the amount of$36,401.75,from available funds,for the purpose of funding the Will
Rogers Memorial Coliseum Chiller Renovation-Venue Project.
SECTION 2.
That should any portion,section or part of a section of this ordinance be declared invalid,inoperative or void
for any reason by a court of competent jurisdiction,such decision,opinion or judgment shall in no way impair
the remaining portions,sections,or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 24446-09-2020 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations,in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing appropriations in the amount of $36,401.75 in previously received rebates from
Oncor deposited to the Public Events Capital Fund in the Chiller Renovation-Venue project(City Project No. 101095);and
2. Amend the FY2021-2025 Capital Improvement Program.
DISCUSSION:
This Mayor and Council Communication(M&C)is intended to appropriate rebate funding previously received for the Will Roger Memorial
Coliseum(WRMC)Chiller Renovation(Venue)project(City Project No.101095).
Included in the Public Events Department's fiscal year 2018 Capital Improvement Program(CIP),$900,000.00 was allocated for the replacement
of the 700 ton chiller at WRMC. Subsequently,an additional$436,000.00 was appropriated on April 2,2019(M&C G-19519)to complete the
replacement of all campus-wide air compressors and pneumatic controls with electronic controls.
The WRMC Chiller project was intended to complete the replacement of the Central plant Chiller at WRMC.The project was originally planned in
FY2016 but was delayed for inclusion in the Venue project debt issuance.The core system was replaced as part of the FY2018 CIP at a cost of
$900,000.00;however,price increases prevented completion of the entire scope that included replacement of all campus-wide air compressors
and pneumatic controls with electronic controls and update of existing electronic controls that had reached end of life.Completion of the project
required an additional$436,000.00;which was approved by the City Council in M&C G-19519 on April 2,2019. This replacement resulted in the
receipt of a rebate check from Oncor Electric Delivery's incentive program in the amount of$36,401.75 in March of 2020. These funds were
deposited to the project with the intended future use of completing additional upgrade and replacement needs as identified.
In addition to the chiller and replacement of electronic controls that had exceeded their service life,a survey of mechanical systems associated
with the delivery of treated air to buildings around the campus was also funded by this project. During the replacement of the electronic controls,
technicians evaluated and reported on mechanical systems that had failed over their 32 years of service.Johnson Controls Inc.(JCI)recorded
these deficiencies and provided a quote for the deficiency repairs,which this rebate funding will be used to complete once appropriated. The
amended total project budget is$1,372,401.75 with the rebate appropriation.
Funding for this project was not included in the FY2021-2025 Capital Improvement Program due to identified needs being determined after
approval of the annual CIP. The action in this M&C will amend the FY2021-2025 Capital Improvement Program as approved in connection with
Ordinance 24446-09-2020.
This project is located in COUNCIL DISTRICT 7.
A Form 1295 is not required because:This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Chiller Reno.(Venue Project)project within the Public Events Capital Fund
and upon approval of the above recommendations and adoption of the attached appropriation ordinance,funds will be available in the Public
Events Capital Fund for the Chiller Reno.(Venue Project)project. Prior to an expenditure being incurred,the Public Events Department has the
responsibility of verifying the availability of funds.
