AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE ENVIRONMENTAL MANAGEMENT PROJECT
FUND IN THE AMOUNT OF $350,000 FROM AVAILABLE FUNDS, FOR THE
PURPOSE OF FUNDING AN ENVIRONMENTAL AND ENGINEERING
CONSULTING SERVICES CONTRACT RENEWAL; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2007-
2008 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Environmental Management Project Fund in the amount of $350,000 from
available funds for the purpose of funding an environmental and engineering consulting services
contract renewal.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 17749 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adoption of Appropriation Ordinance for Transfer of Funds for FY2007-08 for Contract Renewal with
Enercon Services, Inc. (City Secretary Contract No. 34179)
RECOMMENDATION:
It is recommended that the City Council:
1. Approve the transfer of $350,000.00 in undesignated funds in the Environmental Management Operating
Fund (R103) to the Environmental Management Project Fund (R101); and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Environmental Management Project Fund (R101) by $350,000.00.
DISCUSSION:
The Department of Environmental Management contracts for professional environmental engineering
services for a variety of tasks, including, but not limited to: underground storage tank investigations,
groundwater monitoring, soil sampling, removals, design and installation of remediation strategies and
closure; Phase I and II Environmental Site Assessments, development of Storm Water Pollution Prevention
Plans; development and implementation of Spill Control and Countermeasures Plans and air pollution
modeling.
One of these type contracts is City Secretary Contract No. 34179 with Enercon Services, Inc., for
environmental and engineering consulting services which was approved by City Council on August 29, 2006
by M&C C-21650. The contract was for one year with the option for two one-year renewals; the City is
executing the first renewal option and these funds are necessary to do so.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available, as appropriated, in the Environmental
Management Project Fund.
