HomeMy WebLinkAboutIR 10549 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 21-10549 To the Mayor and Members of the City Council March 9, 2021 Page 1 of 4 i i7 Y SUBJECT: 2021 TARRANT COUNTY TRANSPORTATION BOND PROGRAM r6 rn Yg7'3 The purpose of this report is to provide the City Council with information on Tarrant County's plan for a $400 million transportation bond program, with the bond election in November 2021. The City received official notice of the bond program on January 28, 2021. Transportation and Public Works (TPW) staff has reviewed the County's bond policy, criteria and three main funding categories to identify eligible projects with the best opportunity for County bond funding. The funding categories include a general Call for Projects, Discretionary, and Countywide Initiatives and Partnerships, as described below. Call for Projects The Call for Projects category is funded up to $200 million. The local match will be at least 50% of the total project cost. TPW plans to submit arterial projects, intersection improvements and traffic signal improvements, with the expectation that 2022 City bond program funds would provide the bulk of the local match, along with available transportation impact fee funds and other sources as available. The County will establish a Project Evaluation Committee to develop a Priority List of Projects that will be subject to Commissioners Court modification and approval. Discretionary The Discretionary projects category is funded up to $75 million. This category allocates $15 million to each of the five Commissioners Court members for any transportation related project described in the policy. TPW staff are meeting with Commissioners to share with them projects planned in their precincts. Projects in this category will be selected by Commissioners Court members. Countywide Initiatives and Partnerships The Countywide Initiatives and Partnerships category is funded up to $125 million. This category will reserve funding for strategic projects identified by the Commissioners Court aimed at providing multi- jurisdictional benefits and enhancing financial leveraging opportunities. Projects in this category will be selected by the Commissioners Court. Arterial projects are identified on the attached map by their project evaluation ranking number. The projects may change based on discussions with City Council and Tarrant County.
